IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 145 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES Ukraine is seeking a Consultant on Public Relations, Crisis Communication, and Disinformation (Grade 2) to developing and coordinating projects and training materials in public relations, crisis communication and disinformation, providing expert briefings and consultations, and fostering stakeholder relationships, while also delivering educational content and innovative tools through various formats including workshops, e-learning courses, and media productions to perform the tasks outlined below.

MAIN DUTIES AND RESPONSIBILITIES:

  • Liaise with beneficiary, recipient, and partners on IFES activities related to countering
  • Analyze current and emerging trends in crisis communications, AI, and countering disinformation.
  • Conduct research on the use of AI and countering disinformation in elections and crisis
  • Coordinate the development of publications, reports, and analytical materials with IFES teams and other experts.
  • Provide initial consultations, expert assessments, or expert opinions on specific thematic issues.
  • Participation in official events on behalf of IFES upon request.
  • Support and develop outreach aimed at raising awareness of educational activities for electoral stakeholders on democracy, elections, European integration, AI, and countering disinformation.
  • Ensure the development of quality education and training materials that can be used both online and in hard copy.
  • Design educational visual materials about the legal aspects of the electoral process (infographics, leaflets, manuals).
  • Develop and maintain good relationships with stakeholders and partners, including media representatives in the field of elections, AI, and countering disinformation and crisis communications; ensure publicity for elections-related training and educational activities.
  • Create and disseminate information posts on election-related training and educational activities.

Develop other public outreach materials related to elections.

  • Other duties as assigned.

Deliverables

  • Assessment, Research, Recommendation, and/or Training Programs on elections, AI, countering disinformation, and crisis communications.
  • After-action reports summarizing observations, successes, lessons learned, and recommendations.
  • Package of training materials, including PowerPoint presentations, facilitator’s notes, and handout materials.
  • Reports documenting outcomes and insights from trainings, meetings, working groups, and other events.
  • Notes and summaries from meetings and interviews with stakeholders.
  • Articles, blog/editorial columns, and media contributions.
  • Made and/or promoted media materials.
  • Video broadcasts and photos of events.

SKILLS and SPECIFICATIONS

EDUCATION and QUALIFICATIONS

  • Bachelor’s Degree in communications, linguistics, journalism, public administration, or other related fields. Master’s degree preferred.
  • Over 5 years of relevant work experience in institutional and crisis communications and media research/outreach/factual and investigative journalism and other related fields.
  • Extended experience within elections-related projects/initiatives. Having publications in the related field would be considered an advantage.
  • Demonstrated ability to interact with both governmental and civil society institutions, media, and other key stakeholders.
  • Professional experience of working with international organizations, technical assistance programs, public authorities, and/or non-governmental organizations in Ukraine is an asset.

LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required. 

TRAVELTravel may be required.
