Global Communities is implementing the 18-month, Community-Led Emergency Action and Response (CLEAR) program with support from the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) to respond to humanitarian needs in Ukraine. The program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response.
CLEAR will focus on 20 communities Chernivtsi and Chernihiv Oblasts, to be selected jointly with our local partners and based on a rapid needs assessment conducted during co-creation. However, the emphasis will be on communities outside of major city centers that are underserved by the international response. This marries a needs-based response with our unique ready access to more remote communities and existing relationships there for an efficient response.
JOB SUMMARY
In close collaboration with the CLEAR project team and in consultation with Global Communities Ukraine Country Office team, the Context Analysis Officer (the Officer) will serve as the lead investigator and author for ongoing analysis to understand and help the project adapt to changes in the Ukrainian context. The Officer will examine the impact of political, security and military developments on Ukraine’s displaced and war-affected populations and on programmatic, operational, and strategic decision-making by CLEAR leadership. By producing analysis, briefing notes, policy options and presentations to decision-makers across the CLEAR project, the Officer will enhance the effectiveness of Global Communities policy and advocacy initiatives, programs, and operations undertaken to assist those affected by the war in Ukraine.
Duties and Responsibilities
Monitor and assess prevailing trends in the political, security and socio-economic situation in Ukraine, identify and evaluate implications for GC Ukraine programs, operational posture and risk management strategies, and produce actionable policy briefs for GC and CLEAR leadership
Integrate qualitative and quantitative methodologies to produce comprehensive analyses to guide GC Ukraine and CLEAR policy positions and decision-making.
Assist CLEAR management to develop messaging, policy asks etc. that are appropriate given the situation in Ukraine and the surrounding region, and which are informed by a strong understanding of the varying agendas at play.
Coordinate with the Program Director, Deputy Directors, MEL Manager, Communications Manager, Shelter/WASH Advisor, Protection Advisor, and relevant CLEAR and Ukraine Country Team staff to ensure analysis is guided by programmatic demands and therefore value-added and impactful.
Engage regularly with the Regional Safety and Access Manager and his/her Officers to ensure sharing of information and analysis between CLEAR target regions and the Ukraine Country Team.
As required, provide briefings on the situation in CLEAR to key internal and external stakeholders, including Bureau for Humanitarian Assistance.
Serve as technical advisor on conflict and contextual analysis, leading cultural change that puts conflict and contextual analysis at the heart of CLEAR’s strategic thinking and operations and, where relevant, by delivering training or organizing workshops to build awareness and understanding of the role that different forms of analysis can play in making CLEAR’s activities more effective, efficient and conflict sensitive.
Contribute to new initiatives, including expanding GC Ukraine’s humanitarian programs and exploring regional fundraising avenues, devised to enhance GC Ukraine’s strategy, position and effectiveness.
Identify, consolidate, and maintain a network of contacts from other INGOs, Ukrainian NGOs, UN agencies (including cluster coordination mechanisms, OCHA’s Information Management unit, Needs, Response and Gaps (NRG) and other coordination infrastructure), and think-tanks and analytical networks inside and outside Ukraine.
Cross-check, update and expand CLEAR’s context knowledge base through key informant interviews and participant observation (e.g. in coordination meetings). Track and analyze instances of program contraction, relocation, withdrawal, or expansion, depending on security changes or other external access factors, and identify trends and anticipate triggers of follow-on events.
REQUIRED QUALIFICATIONS
- Degree in Government, Political Science, International Relations, Strategic Studies, or related discipline.
- At least 5 years of directly relevant professional experience. At least two years of experience living and working overseas in conflict affected countries conducting similar work.
- Proven knowledge of the Ukrainian humanitarian context; knowledge of the global humanitarian system and countries/regions experiencing war/conflict and multiple and frequent humanitarian crises.
- Demonstrated ability to research, analyze, write and edit documents on tight deadline, of highest quality and in response to requests that come on short notice, and keen interest in a career that requires regular writing assignments.
- Superior writing skills in English, Ukrainian, and Russian.
- Excellent networking, interpersonal, communication, relationship-building and negotiation skills and an ability to cultivate and maintain a personal network of sources and contacts working in similar or related fields.
- Demonstrated ability to work collaboratively with a diverse range of colleagues and to build trust that sensitive information will be handled with discretion.
- Ability to respond to multiple priorities in a timely manner, delivering high-quality products in a high-pressure environment.
- Ability to persuade and influence colleagues not under supervisory authority.
- Some knowledge of statistical systems and methodologies is desirable.
- Culturally sensitive — able and interested in working with a multi-diverse team.
- · Prior experience working on USAIDBHA/, UN or other donor funded programs required.
- Must be willing and able to travel frequently within Ukraine.
