Senior Human Resources Specialist
JOB TITLE: Senior Human Resources Specialist
POSITION STATUS: Full-time, Kyiv based
The non-profit international organization Management Sciences for Health, Inc. (MSH) implementing in Ukraine the USAID supported SAFEMed (Safe, Affordable and Effective Medicines for Ukrainians – SAFEMed) Activity, is looking for the Senior Human Resources Specialist.
JOB DESCRIPTION:
The Senior Human Resources Specialist is responsible for recruitment ensuring that the best possible talent is hired. This position will also support hiring of consultants. S/he supports other HR functions including; performance management, leave & benefit administration, contract’s amendment, extension and termination, management of staff compensation and professional development, learning requirements, payroll and employee relations. She/He will also be responsible for the creation of a healthy working environment that fosters employee safety and well-being through, open policies, information sharing and organization of staff functions. The Senior HR Specialist will also support implementation of initiatives and activities to foster diversity, equity, inclusion, and accessibility (DEIA) on the project. This position reports to the Senior Manager Finance and Operations and shall coordinate closely with MSH Home Office HR department for guidance and support.
Recruitment and STTA management (60%)
Recruitment of employees:
- In collaboration with the headquarters-based MSH HR Partner, maintains a transparent recruitment process and develop requisite experience and competencies to ensure a strong and capable workforce to meet various SAFEMed staffing needs.
- Leads timely and appropriate in-country recruitment and placement process both with in-country resources and through the MSH website.
- Ensures all recruitment policies, procedures, and techniques are adhered to and recommend improvements.
- Review and assist managers in developing recruitment materials including clear job descriptions, job specifications, adverts, and interview questions for positions to be filled, to ensure quality of new workforce.
- Carries out shortlisting, managing in-take and review of applications.
- Coordinates the interviews, interviewing candidates, and checking references.
- Conducts antiterrorist and reference checks & forwards information for terrorist checks and bio data forms.
- Ensures that CVs are included in the HR database.
- In collaboration with the MSH HR Partner and Chief of Party, negotiates salary with the selected candidate.
- Initiate and secure necessary USAID concurrences and approvals for selected candidates.
- Prepare employment letters.
- Assist Senior Finance and Operations Manager in maintaining working relationship with GDIP and recruitment agencies.
Recruitment and Management of Consultants:
- Recruitment and onboarding of Consultants’, ensuring that Consultants’ documentations are verified prior, during engagement, and effectively closing out consultancy after the contractual period. S/he will follow up with consultants to ensure correct documentation prior to payment.
Supporting other HR Functions (40%)
- Support to the Chief of Party in maintaining a high-performance culture and ensure high quality performance management that supports the delivery of the project’s goals. This is through review of annual goals to ensure that they are SMART, regular, and continuous feedback and meaningful annual assessments.
- Manage the Annual Performance Development Cycle and ensure that all staff receive training. Support managers and supervisors in developing clear, measurable objectives; assist with the development of progressive improvement plans for under-performers; support the annual review process, and, as necessary, assist with employee terminations in consultation with HR Partner.
- Support to ensure effective and efficient management of employee professional development process. Participate in identifying gaps, planning for, implementation, and monitoring of employee professional development initiatives. S/he will assist with sharing employee development opportunities are shared with employees.
- S/he will work with the HR partner to support and provide guidance to the team for staff compensation cycles and will help track USAID’s approval requests.
- S/he will assist the Finance, Admin and Operation department with payroll and management of the payroll company GDIP.
- Assist the country senior management team in employment relations matters, (i.e., identifying employer relations issues before hand and working with the MSH HR Partner to provide resolutions in line with employment law and MSH Policies).
- S/he supports the creation of a healthy working environment that fosters employee safety and well-being through efficient performance management, open management policies, information sharing.
- S/he will help promote and track timely completion of staff required learnings.
- S/he will coordinate closely with the HR partner and other Home Office staff as appropriate for guidance and support, and ensure corporate policies and initiatives are adequately implemented at country level and reflected in relevant documents (ex: HR manual) as appropriate.
- S/he will work with the HR partner and COP to identify and implement initiatives and activities to promote diversity, equity, inclusion, and accessibility (DEIA) throughout the project team.
- Participate in legal consultations on employment matters.
- Leave Tracking: In cooperation with the project Accountant set up and maintain a system to track vacation, sick, and holiday leaves. Manage leave requests. Provide the Chief of Party, Senior Finance & Operations Manager with information on employee leave balances monthly.
- In cooperation with MSH HR Partner develop and deliver an orientation program for all new staff to include benefits, policies, and procedures.
Education:
Minimum: Degree in Human Resource Management or related discipline.
Experience:
5-7 years’ experience working in a human resources position.
Experience working with an international donor or organization, and experience of working with USAID preferred.
Knowledge and Skills:
- Demonstrated knowledge of employment law in Ukraine.
- Generalist background with broad knowledge of the human resources functions (recruitment, onboarding, employee relations, performance management, worker safety and security).
- Able to work successfully and productively in a team environment or independently and deal with multitasks effectively.
- Strong ability to perform well in a high pressure and complex environment.
- Excellent problem-solving skills with the ability to envision and deliver innovative solutions.
- English and Ukrainian fluency.
- Strong administrative, organizational, and written and verbal communication skills.
- Advanced computer skills in word processing, database, presentation, organizational chart, and spreadsheet applications; Microsoft Office preferred, along with ability to learn new software packages.
- Excellent organizational skills and attention to details.

1. Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
2. Demonstrated ability to successfully coordinate activities with senior management staff, and a proven ability to work on a team in a fast-paced environment.
