USAID Governance and Local Accountability (HOVERLA) Activity
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
Objective 2: More self-reliant subnational governance
Objective 3: Citizens play an increasingly influential role in local governance processes
We are in the process of updating our short- term technical assistance / consultant roster. This will help in expediting our hiring process for future projects/work. The positions opened for short-term technical assistance / consulting works.

- Urban and City Planning
- Integrated Urban Development
- Municipal Data/statistics, Local Registers Development
- Digitalization of Public Services (national and international)
- E-Democracy
- Waste Management (national and international)
- Sustainable Mobility (national and international)
- Local Economic Development
- Private Sector Engagement
- Local Government Service Provision
- Inter-Municipal Cooperation
- Civic Engagement
- Youth Policy
- Strategic Communications
- Spatial Plan Development
- Outreach Strategy
Qualifications:
- Degree from an accredited university in the related field of expertise is required
- A least five-years of experience in the desired position
- Experience working on USAID or donor funded projects
- Fluent English (reading, writing, and speaking)
