DAI is seeking qualified candidates for the Kyiv-based position Emergency Response Manager, STTA (Private Entrepreneur Status) to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following portal:

Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.  The Activity has three objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes

 

Position Overview

The Emergency Response Manager will lead the emergency response activities embedded within HOVERLA objectives and sub-objectives and will work closely with HOVERLA team to implement the emergency response activities. In addition, this position will assist the project technical Objective leads and Senior Advisors/Experts in the activity design process as needed.  This position will report to the Chief of Party.

 

Objectives and Duties

Emergency Response Activities

  • Lead overall emergency response activities as stipulated in the Annual Work Plan amendment.
  • Design and support the drafting of Annual Work Plan amendment for the emergency response plan.
  • Provide technical leadership and work side by side with the Person in Charges (PICs) of each of emergency response activities to ensure all implemented according to the plan.
  • Work closely with HOVERLA senior leaderships and objective leads to ensure the emergency response activities are aligned and integrated within overall HOVERLA objectives and plans.
  • Draft and provide report on the emergency response activities and contribute to the overall HOVERLA reporting (weekly and quarterly).
  • Work closely with HOVERLA communications team to generate, share, and document any communications and outreach materials related with emergency response activities.
  • Support MEL team in collecting and reporting indicators related to emergency response activities.
  • Attend and support HOVERLA in providing a regular update in the internal and external (with USAID and perhaps other IPs) meetings on emergency response activities.
  • Emergency procurement management.
  • Other duties assigned by the Chief of Party.

 

Liaise and Assist Technical Team in Activity Design

Principal activities

  • Assist HOVERLA technical leads, experts, and senior advisors with activity management as it relates to grants and procurements.
  • Work side by side with technical leads and create resource trackers for each Annual Workplan Activity.
  • Develop technical scopes of work and program descriptions for grants, procurements and subcontracts with associated activities and proposed budgets, deliverables and timetable.
  • Sit on Technical evaluation committees to review submitted grant applications.
  • Support implementation process that includes developing strategy, interventions and stakeholder agreements documentation so it aligns with compliance process.
  • Assist technical team in creating internal budgets and scopes of work/concepts for interventions to assist in HOVERLA budget and resource planning.
  • Present status quo on emergency response procurement in HOVERLA’s weekly coordination meeting.
 

Secondarily

  • Works with other team member to coordinate work activities, meet deadlines, and provide support where needed.
  • Participate in team driven implementation processes that set the strategic direction (vision) for each of the interventions including activity and work planning, and technical support on the types of adaptive agreements, grant and procurement mechanisms, and human capacity needed that can be used to achieve HOVERLA contract and targets.
  • Sit in on all technical and cross cutting meetings to manage the activity workplan timeline and liaise with the Chief of Party, DCOP, Grants Director and Operations Director on funding needs for the next six months.
  • Assist technical team with Memorandums of Understanding and/or Letters of Agreement and managing stakeholder engagements.
  • Participate in relevant learning/adjusting processes, including guidance to Kyiv and regional technical staff in developing and managing intervention learning processes that feed into intervention monitoring and adaptation.
  • Work closely with the procurement team to ensure excellent preps and arrangements for significant events.
  • Other duties assigned by Grants Director, Chief of Party and Deputy Chief of Party.

 

Deliverables

  • Input to the Annual Work Plan, MEL and other documents to reflect emergency response activities.
  • Input to legislation or regulations in part of emergency response activities.
  • Input to communication and outreach materials related with emergency response activities.
  • Reports and updates on the emergency response activities.
  • Up to 15 grant concepts no greater than USD 2 million.
  • Up to 5 technical service scope of works no greater than USD 2 million.
  • Input to draft scopes with a budget for upcoming emergency response requests.
  • Final Report at the end of assignment using HOVERLA STTA Report Template.

Qualifications

  • A bachelor’s degree in the field of public administration, education, project management, or other relevant fields. Master Degree is preferred.
  • Must have at least 7 years of experience working in international organizations with grants and subcontract & procurement programs.
  • Strong organizational and management skills.
  • Knowledge of Ukrainian local governance and decentralization reform a must.
  • Knowledge of grant and/or subcontract funding regulations a plus.
  • Preferably experience working with USAID or other international donor-funded projects or INGOs.
  • Excellent written and verbal communications skills required.
  • Fluent in Ukrainian and/or Russian and strong English language skills both verbal and written required.
  • Ability to build effective relationships with all clients, peers, and stakeholders.
  • Strong computer skills (MS Office suite) required.
