DAI is seeking qualified candidates for the Kyiv-based full-time position Finance Assistant to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following portal:

Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
- Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
- Objective 2: More self-reliant subnational governance
- Objective 3: Citizens play an increasingly influential role in local governance processes
Position Overview:
The Finance Assistant ensures assistance with day-to-day financial operations according to DAI procedures and policies. The Finance Assistant is responsible for maintaining, verifying, and recording all financial operations related information and documentation in TAMIS. The position is based in Kyiv and reports to the Finance Manager.
Responsibilities:
- Conduct daily reviews of backup documentation to ensure completeness, accuracy, and full compliance with DAI’s, USAID regulations and local law requirements;
- Verifiy accuracy of expenses;
- Perform scanning and uploading of the finance documents, makes sure voucher package is complete, follows up with accountants if needed;
- Ensure the safeguard of, cash receipts, and petty cash; Support periodic cash counts;
- Assist with backup documentation upload to relevant systems according to set deadlines;
- Communicate with logistics and procurement teams regarding timely proceeding with accounting/ financial documents;
- Audit travel requests and expense reports for accuracy and compliance;
- Support preparation of internal and external audits;
- Maintain file management systems for soft and hard copy documentation;
- Maintain files on grant/procurement/subcontractor documents and modifications as applicable;
- Assist in preparing information for any contractual financial reporting requirements;
- Perform other duties as assigned.

Qualifications:
- BA diploma in Accounting, Finance or equivalent;
- 2+ years of relevant in the finance or administrative support field, preferably with USAID or other international donor-funded projects, or local NGOs;
- Basic knowledge of internal controls and audit processes;
- Excellent verbal and written communication and interpersonal skills, ability to work as part of a team;
- An energetic, forward-thinking and creative individual with high ethical standards and professional image;
- An extremely well organized and self-directed individual with sound analytical ability, good judgment, and strong operational focus;
- Fluency in Ukrainian is required; Intermediate level of writing and reading skills in English.
- Computer literate with e-mail, Advanced MS Office user with word processing and spreadsheet experience;
- Excellent organizational skills and ability to multi-task and prioritize tasks.
