DAI is seeking highly qualified candidates to occupy full-time Municipal Communications Coordinator position in Kyiv HOVERLA project office in Ukraine to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Project Background

DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:

Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
Objective 2: More self-reliant subnational governance
Objective 3: Citizens play an increasingly influential role in local governance processes

Position Overview

The Municipal Communications Coordinator will play a key role in the project team – he/she will coordinate all technical areas related to the establishment of communication and cooperation with the local government (LG) for citizen participation and engagement. This position will help systematically collect and process information and develop program activities focused on building cooperation between civil society organizations (CSOs) and LGs. This position will systematize USAID HOVERLA engagement results in the regions to represent USAID HOVERLA at the national level. The Municipal Communications Coordinator will report to the Civic Engagement Lead (Objective 3).

Responsibilities & Duties:  

  • Collection and processing of information based on the results of USAID HOVERLA work in the regions, preparation of reports on achievements in the field of civic engagement on this basis.
  • Coordinate the work of Civic Engagement Coordinators in terms of cooperation with local government.
  • Development, organization, technical support of activities, implementation of procurement procedures for activities aimed at disseminating USAID HOVERLA results at the national level.
  • Developing and supporting the implementation of information campaigns aimed at spreading the achievements of USAID HOVERL in civic engagement.
  • Assist Civic Engagement Lead to develop and implement initiatives to improve the interaction of LGs and CSOs.
  • Assist Civic Engagement Lead to establish cooperation with state authorities of various levels and LGs in order to establish cooperation and implement joint activities in the field of civic engagement.
  • Work closely with grantees and program beneficiaries, disseminate program updates, collect input and monitor activities.
  • Contribute to the preparation of program reports, work plans, and budgets.
  • Contribute to the communication of HOVERLA-supported activities and results at the regional and local levels.
  • Collaborate with the monitoring and evaluation team to ensure that Gender Equality and Social Inclusion (GESI)-related results are properly measured and reported.
  • Undertake other duties as assigned by the Civic Engagement Lead, Chief of Party, and Deputy Chief of Party.

Qualifications:

  • Bachelor’s degree in economics, social sciences, education, public administration, management, or a related field.
  • At least 5 years of experience in the related area.
  • Knowledge of participatory mechanisms (international best practices and Ukrainian landscape).
  • Work experience in the field of local self-government.
  • A successful track record of implementing donor-funded projects.
  • Excellent communication skills.
  • Good knowledge of English.
  • Experience working with USAID or other international donor-funded programs.
  • Experience preparing well-researched analytical reports.

Grade 8:  Bachelor’s degree and 7 years of experience in experience in the related area; or Master’s degree and 5 years of relevant experience.

Grade 7:  Bachelor’s degree and 6 years of experience in experience in the related area; or Master’s degree and 4 years of relevant experience
