DAI is seeking qualified candidates for the Kyiv or other regional HOVERLA office in Ukraine (Poltava, Lutsk, Lviv, Zhytomyr, Rivne, Odesa, Uzhhorod) full-time position Subcontract and Grant Officer to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. The purpose of HOVERLA Activity is to facilitate the creation of Ukrainian local governance systems and processes that are more self-reliant, accountable to citizens, inclusive and able to provide services. The Activity has three objectives:
- Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
- Objective 2: More self-reliant subnational governance
- Objective 3: Citizens play an increasingly influential role in local governance processes
Position Overview
The Subcontract and Grant Officer reports to Grants Manager and is responsible for direct procurement of goods and services by DAI on behalf of grantee under in-kind grants, assures compliance with DAI procurement and contract management policies and procedures, and assists Grants Manager in the grant solicitation process and its documentation and records. The Subcontract and Grant Officer manages procurement process, development and implementation of sub-contracts, serves as the liaison between DAI, vendors, and in-kind grantees, assists in grant solicitations through Notices of Funding Opportunity (NOFO) and assures that accurate and complete documentation is stored in DAI grants and procurement management systems.
Objectives and Duties:
The responsibilities of the Subcontract and Grant Officer include but are not limited to:
- Through market research efforts, identify and qualify potential appropriate vendors and service providers for goods and services required under in-kind grants.
- Work with Grants Manager/Officer and Technical lead/PDO to finalize requisitions and initiate the procurement process.
- Ensure integrity, fairness, accuracy, and openness in procurement processes and ensure that DAI and USAID policies and procedures are followed and enforced.
- Solicit and collect bids, formulate bid comparison matrices and make recommendations for vendor selection in accordance with USAID regulations and DAI policies and procedures.
- Ensure proper negotiation of terms, conditions, standard provisions, and budgets for sub-contract awards, and amendments, as appropriate, with focus on analyzing budget estimates to ensure all costs conform with USAID and DAI regulations and policies and execute sub-contracts.
- Ensure that vendors understand USAID and DAI procurement policies, procedures and reporting requirements.
- Monitor, track and expedite all project procurement activities and delivery status of goods/services and work with grantee, Grants Manager/Officer, Technical Lead/PDO to assure that goods and services provided under the sub-contract are appropriate and of required quality.
- Manage sub-contracts under in-kind grants and assure that deliverables are reviewed and approved by the Technical Lead/PDO prior to preparing and processing payments.
- Work with Grants Manager/Officer and Finance Department to assure that sub-contract payments are correctly reflected and accounted for in the grant’s Budget and Financial section in TAMIS.
- Provide regular updates to Grants Manager/Officer, Technical Lead/PDO, and grantee on procurement and sub-contract implementation.
- Assists Grants Manager with issuing of the Notices of Funding Opportunity (NOFO) — Requests for Application (RFA) and Annual Program Statements (APS), its management and appropriate recording of the grant solicitation process.
- Other duties as assigned by Grants Manager and Grants Director that are consistent with the overall focus of the assignment.
- Ensure proper documentation is gathered and filed for financial settlement and other reporting requirements
Qualifications:
- Bachelor’s degree in business administration or related field.
- 6+ years of professional experience, including 3 years of relevant professional experience and progressive responsibility in grants management, finance and accounting, and/or project operations, preferably on USAID – funded international development programs.
- Experience in the procurement and contract management under USAID-funded programs preferred.
- Excellent organizational skills with a willingness to take initiative and be proactive in the procurement and sub-contract management process.
- Ability to manage and prioritize multiple concurrent procurements and sub-contracts.
- An energetic, creative individual with high ethical standards and appropriate professional image.
- Ability to respond effectively to the time-sensitive inquiries.
- Strong interpersonal skills, written and oral communication skills.
- Strong computer skills (MS Office).
- English language proficiency.
