Deloitte is seeking candidates for the position of Data Analyst in support of USAID/UKaid SOERA. The position is full-time, but requires a location in Ukraine, Kyiv

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

The USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth.

The Data Analyst will be responsible for conducting interviews with stakeholders in frames of their current functions, further functional requests, and potential user-experience. The candidate will work closely with stakeholders to analyze and translate their needs into functional and technical specifications, especially in data models and ERD models development, using the State Property Fund of Ukraine as an example of the entity’s functions. The primary domain of expertise is public procurement. The ideal candidate will have experience in the public sector and/or in governmental related projects, a strong understanding of IT systems, and excellent communication skills.

Responsibilities:

• Conducting interviews with stakeholders in frames of their current functions, further functional requests, and potential user-experience.
• Research and analysis of large amounts of data, writing scripts for analysis
• Building data structures, creating data transformations and validations
• Analyze data sources, set up tasks for setting up integrations with sources
• Creating and executing special analytical queries to transform input data for further analysis
• Oversee the migration, collection, validation, and integration of data into the Register, ensuring high standards of data quality and integrity.
• Act as a liaison between the technical team and non-technical stakeholders (government officials of the SPFU, SOERA management) to ensure clear communication and alignment of goals.
• Create the entity relation diagrams.
• Based on ERD models, describe and analyze “as is” data flow business process.
• Based on ERD models, suggest and describe “to be” data flow business process.

Position Requirements:

• Bachelor’s degree in Economics, Math, IT  or related field
• At least 3 years of experience as a System Analyst, Data Analyst, or a similar role with a focus on registers’ implementation.
• Work with or in the public sector will be considered as an advantage.
• Fluency in Ukrainian writing and speaking, English (B1-B2).
• Strong understanding of IT systems, software development life cycle (SDLC), and project management methodologies such as Waterfall, Kanban, and Agile.
• Proficiency in stakeholder mapping, collection and documentation of requirements, and participation in the development and support of projects.
• Familiarity with requirements documentation techniques, including User Stories and Use Cases.
• Experience with with programming languages for data analysis (Python, R, SQL).
• The ability to write scripts for data analysis will be a big plus.
• Experience with data visualization tools such as Redash and form creation tools like Form.io.
• Excellent problem-solving, and decision-making skills.
• Outstanding ability to communicate effectively, both verbally and in writing, and convey complex information to diverse audiences, including both technical and non-technical individuals.
