HIAS Ukraine is looking for a Data & Information Management Officer to join a small but dynamic team based in Ukraine. The officer will champion and own the full knowledge management workflow on the Country Office Sharepoint—from defining logical folder structures and teaching others about Sharepoint technology to determining naming conventions and ensuring beneficiary data protection. The officer will also collect, structure, and analyze data critical to proposal development and design, humanitarian needs assessments, and implementation of humanitarian programming by HIAS and partners. 

ESSENTIAL FUNCTIONS  

  • Lead data gathering, scrubbing, and sharing for humanitarian operations in Ukraine 
  • Manage data and information flows—create, update, and archive program, administrative, and beneficiary data on cloud-based systems 
  • Master OCHA and other datasets (https://data.humdata.org/group/ukr) to extract and analyze information to inform HIAS programming in Ukraine 
  • Feed HIAS data into OCHA and Reliefweb systems to ensure HIAS programming and data are included in the 5Ws, Humanitarian Needs overview, flash appeals, and other OCHA systems 
  • Lead and champion good knowledge management practices, including organizing and structuring files and folders on Sharepoint, ensuring appropriate levels of access to data 
  • Develop training program for new staff on how to best leverage Microsoft ecosystem (Teams, Forms, Sharepoint, Excel, etc.)  
  • Define knowledge management practices for Country Office and teach others how to use them 
  • Ensure that projects have a high-quality database that protects data privacy of beneficiaries 
  • Ensure compliance with donor and HIAS requirements and uphold commitment to beneficiary data privacy 
  • Ensure confidential information is stored under the organization’s policies and local laws 
  • In cooperation with monitoring and evaluation and program teams, develop analytical reports related to beneficiary needs and outcomes 
  • Performs other duties assigned by line manager 

QUALIFICATIONS & REQUIREMENTS:  

  • University Degree in data science, information management, IT, or other related sphere  
  • Minimum 5 years of work experience in a first-rate professional environment 
  • Expert-level proficiency in Microsoft ecosystem: Sharepoint, Teams, OneDrive, Calendar, and ideally PowerBI  
  • Self-starter capable of learning new skills and software independently without supervision 
  • Strong interpersonal skills and team player skills. 
  • Teaching and coaching skills 
  • Ability to manage multiple competing requests, take full ownership of own work 
  • Fluency in English and Ukrainian (oral and written)
