Title: Data Management Intern (Health and Transparency Programme /Procurement Support Services to the Ministry of Health of Ukraine Project)

Background

The UNDP internship programme offers an outstanding graduate-level student the opportunity to acquire direct exposure to UNDP’s work with the objective of deepening his/her knowledge and understanding of UNDP’s goals, principles and activities. It is designed to complement development-oriented studies with practical experience in various professional aspects. Interns are not financially remunerated by UNDP.

In 2015, the Ministry of Health of Ukraine addressed international organizations, including UNDP, requesting support with medicines procurement. Starting from 2015, UNDP Ukraine is annually procuring a range of medicines and related medical products for the state budget funds as an emergency measure. With UNDP’s support and based on international practices, a national procurement entity at MoH has been gradually established.

The support provided by UNDP to the Ministry of Health also extends to: (i) assist MOH in the cost-efficient, transparent and timely procurement of medicines and medical products for the selected State Health Programmes; (ii) build the structural and human resource capacity for supply, planning, forecasting, and monitoring and evaluation for transparent and cost-effective procurement at MOH; (iii) progressively hand over procurement activities while supporting the procurement processes and procurement unit of MOH; (iv) support MOH further reform of the national procurement and quality assurance system and capacity development processes; (v) with the technical expertise of WHO, support the capacity building of the procurement and supply chain management in the context of the wider initiative aimed at strengthening the Ukrainian healthcare system and creating a coherent pharmaceutical society.

Under the overall guidance of Health Programme Specialist (Programme manager), M&E Analyst and direct supervision of M&E Officer, the Intern provides the support to the Programme activities.

Duties and Responsibilities

Summary of Key Functions:

  • Contribute to provision of the H&T Programme with statistics and information regarding medical procurement, health development and reform to support operational prioritization and planning;
  • Contribute to the development, maintenance and revising of the programme/projects databases, visualization dashboards to capture and effectively communicate Health Programme progress and achievements;
  • Validate that all data is accurate and complete, and work with third party data management systems to correct any data gaps;
  • Contribute to producing programme/projects result reports targeted to both internal and external audience within the limits of capacity and responsibility;
  • Contribute to development, update, effective and efficient implementation of the projects’ Monitoring and Evaluation plans, Risk Logs, Annual Work Plans (AWP), and Project Implementation Plans (PIP) focusing on project expected outcomes and outputs within the limits of capacity and responsibility;
  • Support the H&T Programme and projects’ staff with planning and implementing marketing, procurement, research and M&E activities following the UNDP standards;
  • Perform other responsibilities as deemed necessary by the direct supervisor and the Programme management.

  • The assistance support to the Programme is provided on time and with high quality.

  • Diplomatic skills.

Required Skills and Experience

Education:

  • Enrolled student of graduate school programme (second university degree or equivalent, or higher) in Finance, Management, Economics, Business Administration, Mathematics, Cybernetics, Data Analysis, Statistics, Social Sciences or related field;
  • Enrolled student in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent) in Finance, Management, Economics, Business Administration, Mathematics, Cybernetics, Data Analysis, Statistics, Social Sciences or related field;
  • Graduate student within one-year of graduation of any of the above.

Experience and Skills:

  • Excellent knowledge of quantitative data analysis tools, monitoring and evaluation methods is required;
  • Advanced skills in Excel, Power BI and other MS Products;
  • Advanced skills in web-based management systems, statistical applications and similar;
  • Experience in UN system, international organizations or non-profit organizations is an asset.

Language Requirements:

  • Working knowledge of English required; Native Russian/Ukrainian.
