Deloitte is seeking a qualified candidate to serve as a Deputy Component Lead-Legal Specialist in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (Ukraine SOERA). The position is full-time and is currently remote.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity include:

1. SOE Mapping, Information, and Strategy
2. Reform Coordinating Mechanism (RCM) and Strategic Communications
3. Reviewing and Improving SOE Policies, Legislation, and Regulations
4. Facilitating SOE Privatization
5. Improving Corporate Governance and Management of SOEs
6. Emergency Response and Recovery Preparation for the GOU and SOEs

Objective:

The Deputy Component Lead – Legal Specialist will lead technical delivery work on multiple components of the project with a special emphasis on legal and policy support to beneficiaries. She/he will manage different workstreams, scope new interventions, and produce and edit client deliverables.

Responsibilities:

• Manage legal, policy, and organizational workstreams under the supervision of the Deputy Chief of Party supporting the Government of Ukraine on privatization, leasing, corporatization, liquidation, bankruptcy, SOE management, assessment of wartime damages and losses, and management of seized RF assets
• Monitor, manage, supervise, and report on the work of independent consultants, subcontractor firms, and grantees
• Provide weekly updates on SOERA project activities, contribute to project external and internal communications

Process requests and feedback from project counterparts, and develop scopes of work for SOERA workstreams and grants

• Develop job descriptions and support the onboarding of new consultants
• Coordinate with other project team members and workstreams to maximize implementation efficiency and effectiveness
• Perform other duties as assigned by the Deputy Chief of Party or designees.

Qualifications:

• Minimum Bachelor’s degree in Law
• Minimum 5 years of experience practicing law
• Legal, policymaking, or other experience in one or more of the following areas: enterprise sale and liquidation bankruptcy, SOE reform, corporate governance, anti-corruption, real estate, and public property management
• Excellent communication skills (written and oral) in English and Ukrainian
• Experience preparing high-quality written presentations and materials
• Proficiency with MS Office (Word and PowerPoint)
• Strong time-management and organizational skills
• Demonstrated ability to establish productive relationships with senior government officials, business community, civil society, and international donors, particularly on politically sensitive and highly visible issues.

Desirable Requirements:

• Experience with USAID-funded projects.
