Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Russia’s aggression and the Ukraine reconstruction efforts.

Position Summary:
The Director of Finance and Administration (DFA) will facilitate efficient and effective financial and administrative operation of the SACCI program office in Kyiv, Ukraine. DFA will ensure full compliance with all MSI and USAID policies and procedures. DFA will be responsible for the management of all financial transactions and will assist in monitoring the program field budget and expenditures. DFA will ensure that all costs incurred are reasonable, allowable, and allocable. DFA will support the Chief of Party (COP) in managing financial, personnel, operational, procurement, and security matters. DFA will manage financial and administrative unit of the SACCI program, including finance, grants, procurement, and admin teams. DFA will report directly to COP. This is a full-time position for the period of 12 months.
Responsibilities:
- Review and clear all project financial transactions, including deposits, receipts, and vouchers for cash disbursements in accordance with MSI policies.
- Oversee compliance with all relevant standards across all project locations; this includes ensuring conformity with relevant donors’ requirements and MSl’s internal regulations and development of good practice standards.
- Maintain and improve project financial procedures and provide insight into the development and review of country-specific policies and Standard Operating Procedures (SOPs).
- Ensure proper recording, documenting, and reporting of all financial transactions, including preparation of monthly financial expense reports and cash and bank reconciliation statements.
- Monitor ongoing levels of expenditure as against budget and provide timely advice of likely over and under spends and ensure proper cost control of SACCI.
- Consolidate cash projections for the project’s financial needs for procurement, project activities, payroll, subcontracts, grants, maintenance and repair services, staff local travel, and projecting costs, and cash needs on a monthly basis.
- Act as focal point for daily banking matters.
- Coordinate payment of local procurements required for MSI activities.
- Review inventory records of non-expendable equipment and submit yearly non-expendable equipment report.
- Handle all managerial and financial accounting for MSI.
- Support cost-benefit analyses for some administrative/finance decisions.
- Oversee SACCI program procurement, service contracts, and grant awards to ensure compliance with USAID, MSI and local regulations.
- Maintain contractual, financial, procurement and human resources/benefits backup files for MSI.
- Preparation of monthly staff payroll.
- Lead all recruitment and HR management.
- Draft necessary USAID approval requests.
- Provide support, mentoring, training, and advice to project staff as required.
- Provide advice and assistance to COP on SACCI’s strategic management matters.
- Ensure compliance with all local laws and regulations, including but not limited to MSI registration and taxation, and act as liaison with government agencies regarding project related matters.
- Ensure project’s compliance with USAID’s Guidance for Obtaining Exception from Taxation.
- Work closely with Home Office Accounts team and Project Managers to mitigate fraud and ensure compliance to USAID/Ukraine and SACCI program regulations.
- Perform additional tasks as assigned by the COP.
Qualifications:
- Master’s degree in Finance and/or Accounting or other relevant area is required.
- Minimum five (5) years of finance management experience in USAID projects is required.
- Excellent managerial skills are required.
- Excellent organizational skills to meet deadlines are required.
- Strong communications skills – both oral and written required.
- Fluency in English and Ukrainian required.
