The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).

In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric.

On 10 November 2022, UNDP launched its new Repair of infrastructure in war-affected regions of Ukraine Project (ECHO4SCHOOLS-UA: Repair/Retrofitting of schools in war-affected regions). The project is made possible due to the support of the European Union and is carried out in close collaboration with the Ministry of Communities, Territories and Infrastructure Development of Ukraine, regional administrations, local communities and educational facilities (schools and kindergartens) and other government stakeholders. 

Nowadays, Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war resulting from the unprovoked Russian military aggression has already created significant loss of lives, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, Ukraine has faced the losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain lifeline and key basic services, followed by removal or mines and explosives as well as debris.

The ECHO4SCHOOLS-UA Project aims to support the national government and local municipalities in reducing social and economic losses, and to accelerate the recovery process through educational premises’ repairs via light and medium repair works at war-damaged school facilities and equipment. The Government of Ukraine has completed a Damage Needs Assessment (DNA) and has shared a priority list of damaged schools in several municipalities (including Zhytomyr, Zakarpattia, Kirovograd, Mykolaiv, Poltava, Rivne, Sumy, Ternopil’, Cherkasy, and Chernihiv).

UNDP Ukraine received a list of school facilities from the “Ukraine Fast Recovery Plan – Schools” with damage rate equal to or below 60% located in areas where UNDP has already a presence on the ground and ongoing activities. The targeted schools are spread over nine municipalities: Zhytomyr, Zakarpattia, Kirovohrad, Mykolaiv, Odesa, Poltava, Rivne, Dnipro, Cherkasy and L’viv regions. Light and medium damage repairs include windows, roofs, sanitary facilities, classroom equipment, canteens, insulation, solar panels, bomb shelters, sirens, and heating system repairs (as per European Union DG ECHO instructions). 

Also, as supported by the Government of Germany within the initiative to contribute to achievement of key results under pillar 3 of the UNDP Resilience Building and Recovery Programme for Ukraine (i.e. for Emergency infrastructure works to support Internal Displaced People management and public service provision), the recovery activities within this Project shall additionally cover 12 more schools in 5 municipalities of Ukraine (Zaporizhia, Mykolaiv, Rivne, Sumy and Chernihiv), which itself would then enable over 3,000 students to get back to their schools.

Driver/Clerk shall provide reliable and safe driving services while ensuring high accuracy of work and supporting ECHO4SCHOOLS-UA project (hereinafter – “the Project”). The Driver/Clerk shall demonstrate a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Driver/Clerk. The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.

Duties and Responsibilities
 
Driver/Clerk will be responsible for the following tasks:
  • Timely and safe driving of UNDP/UN employees, consultants, guests and visitors, at the authorization from the UNDP CO, Programme Management and UNDSS;
  • Performing tasks related to the daily maintenance of the vehicle;
  • Maintaining daily vehicle logs (mileage, fuel consumption, travel routs, signature of passengers) and submitting logs to direct supervisor on a timely basis;
  • Ensuring that repair and maintenance services are performed on timely basis and at the authorization from the direct supervisor;
  • Ensuring that all instructions regulating safe driving behaviour and Rules of the Road are in hand and strictly followed;
  • Ensuring that the vehicle has valid insurance and first aid kit,
  • Ensuring that the vehicle has PPEs (personal protection equipment) in a quantity sufficient for all the passengers and driver, trauma bag and satellite phone during the trips to the areas along the contract line and to the grey zone;
  • Driving the UNDP vehicle for delivery and collection of mails, documents, pouches, equipment and other administrative tasks upon the request of direct supervisor;
  • Assist in the organization of logistical preparation of field trips, visiting missions, etc.
  • Assist in reviewing records related to in-country missions and field trips;
  • Assist in preparation of Field Trip Reports to grant security clearance from Security Unit;
  • Assist in vehicles history records preparation, collecting all vehicle related documentation (scan copies invoices, receipt, acts, insurance certificates, etc.);
  • Loading/unloading of light cargos delivered by the vehicle;
  • Providing clerical support to operational and programme activities;
  • Assist in general maintenance of the office premises;
  • Performing other duties as required.

 Institutional Arrangement

Under the overall supervision of Project Manager and direct supervision of Operations Analyst in Kyiv, Driver/Clerk will be responsible for maintaining and driving office armoured/soft-skin vehicles.

Required Skills and Experience
 
Education:
  • Secondary Education is required. Bachelor’s degree will be considered as an advantage but not a requirement;
  • Valid Ukrainian driving license categories B and C/C1 (valid for driving both soft-skin and armored vehicles up to 5,500 kg).
 
Experience:
  • Minimum 4 years of professional driving experience.

Required Skills: 

  • Knowledge of driving rules and regulations and skills in minor vehicle repair;
  • Knowledge of protocol and customs issues;
  • Safe driving record;
  • Ability to drive in difficult /extreme situations.

Desired skills in addition to the competencies covered in the Competencies section:

  • Experience of driving of armoured vehicles will be considered a strong asset;
  • Previous experience of clerical office support will be considered an asset; 
  • Experience in the usage of computers and office software packages (MS Word, Excel) will be considered an asset;
  • Experience of working with international organizations/projects will be considered an asset.

Required Language(s) :

  • Fluency in Ukrainian is required;
  • Working level of English will be considered an asset.
