360-degree assessment of an editorial office

TERMS OF REFERENCE

1. Project Description

DW Akademie, Germany’s leading organisation for international media development department of Deutsche Welle, in partnership with Transtele Canal France International (CFI) and Lithuanian Radio and Television (LRT) implement the project “MediaFit Programme for Information Integrity in southern and eastern Ukraine” (ENI/2021/423-657).

DW Akademie is Deutsche Welle’s centre for international media development, journalism training and knowledge transfer. Our projects strengthen the human right to freedom of expression and unhindered access to information. DW Akademie empowers people worldwide to make independent decisions based on reliable facts and constructive dialogue.

The 36-month project is financed by the European Union and co-financed by the German Federal Ministry for Economic Cooperation and Development and is aimed at enhancing the information integrity in Ukraine and the resilience of Ukraine’s media against hybrid threats.

2. Overall Objective of the Assignment 

DW Akademie is supporting regional Ukrainian outlets from 10 target regions in building-up their resistance and viability under the challenging and quickly changing circumstances of war in Ukraine. The media market in Ukraine changed from the income point of view, audience shifts due to war internal and international migration as well as the physical threats the war brought to journalists and media outlets.

With the view to the above, DWA is looking for consultants to support selected media outlets by providing a 360-degree assessment of editorial office.

3. Deliverables

Consultants are expected to provide advice and expertise in 360-degree assessment to a Ukrainian media outlet to improve their performance. External 360-degree assessment of the editorial office might include (preliminarily):

• Assessment of editorial planning, content creation and editorial reporting processes
• Assessment of general editorial management skills
• Topics discovery
• Use of analytics in understanding content performance

At the end of the assignment, we will expect to receive from consultants a 1-page synthesis of what has been done.

4. Qualifications 

• At least 2 years of work experience in the relevant sphere
• Experience in consulting media workers and/or organisations
• Familiar with the local environment.
• Knowledge of Ukrainian and English languages
• Proven experience of working with international organisations and/or DW Akademie would be an asset. 

5. Special Conditions

• Online work with media outlets
• Number of working days: 3
• Contract Period: October 2023 to November 2023
