Global Rights Compliance (GRC) is an international legal foundation focused on bringing perpetrators to justice for atrocity crimes. Drawing on decades of experience in conflict-affected areas and transitional justice environments our “root and branch” philosophy combines innovative full-spectrum accountability strategies, building the capacity of States to implement international humanitarian and human rights standards, bespoke expertise in evidence gathering in conflict settings, and assisting communities to seek remedies for violations. We have a registered presence in the Netherlands, the UK and Ukraine. GRC works in Ukraine in support of the Prosecutor General’s Office (OPG) through several GRC Mobile Justice Teams (MJTs), a component of the UK, EU, and US’ Atrocity Crimes Advisory Group, that assist the OPG by providing crime scene evidence collection and analysis and real-time advice on investigations and case building.
Our headquarters for this project are in Kyiv, Ukraine. GRC’s MJTs operate throughout Ukraine in areas of interest to the OPG. Prosecution and Investigation Track: GRC possesses unrivaled expertise and granular knowledge of the OPG and its ongoing investigations and prosecutions. GRC is the only international organization consisting of ICL lawyers that has been consistently in Ukraine since 2015 working with the OPG and CSOs to document international crimes.
We have a team currently in Ukraine; with language proficiency, an intimate knowledge of the operating environment; and trusted relationships with all the critical justice actors, governmental bodies, CSOs, and relevant stakeholders. The blend of our technical expertise in Ukraine and subject matter expertise is unique. Our Ukraine team has, over time, acquired an intimate knowledge of the conflict operating environment, and built trust-based relationships with all criminal justice system actors, relevant governmental bodies, CSOs, and international partners. Project Objectives GRC is looking for an experienced open-source analyst with experience across the intelligence cycle to support the work of the Ukrainian MJTs as GRC continues to expand its OSINT presence in Ukraine. A complimentary range of specialisms are required covering the spectrum of tasks arising in online open-source investigations, including inter alia, digital evidence collection and preservation, geolocation and chronolocation, social media searches, knowledge on networks primarily used in Ukraine and Russia, imagery and satellite imagery analysis, remote sensing, comms/cyber intercepts, and more generally OSINT techniques and analysis.
The Role The OSINT Director will be the face of GRC’s OSINT portfolio in Ukraine, holding operational responsibility for integrating OSINT practices across the MJTs, ensuring the integrity of each component, and leveraging synergies between components to optimize outcomes. The OSINT Director will ensure the accuracy of OSINT outputs and methodologies and its compliance with best practices. The OSINT Director will work closely with GRC’s primary external OSINT contractors (technical experts), to facilitate programme launches, delivery, and drive business development opportunities and stakeholder engagement. Subject to performance the role may expand outside of Ukraine and into wider GRC programming. Additionally, the OSINT Director will participate in the hiring and supervising of GRC staff, oversee the development of work plans, M&E, quarterly reporting, and financial oversight, and also act as a senior point of contact for cooperation with project stakeholders. They will be responsible for ensuring the gender sensitivity of the project and adapting delivery accordingly.

Duties and Responsibilities
- Conceptualizing and planning the OS investigative strategies, including in response to requests from the OPG and RPOs, in close development of the overall MJT investigative strategies, including engagement with the Starvation MJT.
- Acting as the main GRC liaison on OSINT with the OPG, RPOs, and the SBU, with GRC’s external OSINT provider, and other Ukrainian NGOs working in the OSINT space.
- Liaising with OSINT providers and promoting GRC’s unique expertise in the space, including organizing public-facing events and engagement to promote the work of the MJTs.
- Supporting the identification, collection, and verification of OSINT relevant to the MJT’s overall investigative objectives.
- Conducting work maintaining a high standard of personal and operational online security.
- Promoting the requirement/means to aggregate individual incidents into pattern- or command cases.
- Facilitating the launch of new OSINT programs and ensuring their smooth delivery, feeding into the reporting cycles required relating to their successes.
- Establishing and ensuring procedures for disciplined chain of custody requirements, developing and reviewing the content of training and mentorship sessions together with external OSINT providers, and delivering online and offline sessions of legal mentorship and training.
- Align with other team members, project leads, and GRC Partners, to ensure efficient working streams and timely completion of project deliverables; provide mentorship and support to other team members, offering guidance to enable them to perform to their full potential; actively participate in team brainstorming sessions on project implementation strategies; identify emerging talent and work with them to reach their full potential, ensuring they are developed and given new areas of responsibility.
- Support the provision and delivery of mentorship and guidance for both GRC and Ukraine National authorities in conducting OSINT in support of war crimes investigations.
- Support and further GRC’s business development in securing further projects and funding for OSINT work in Ukraine. Acting as the GRC focal point for specific OS investigative techniques relevant to international crimes.
Qualifications and Background
Mandatory
- 7-10 years of relevant open source investigative, intelligence handling experience, including investigating war crimes, crimes against humanity, or genocide; Experience in conducting large and complex online open source investigations;
- Understanding and ability to bring together OS with a wider body of evidence;
- Experience managing and leading donor and grant-funded programs;
- Experience liaising, working with, and representing before, a variety of stakeholders, including high-level, government, police, intelligence, UN agencies; defense or prosecuting authorities; and civil society organizations;
- Understanding of the Russian-Ukrainian war;
- Flexible and creative, able to work in an unstructured, changeable & fast-moving environment, proactive, anticipating problems and solutions orientated;
- Practical thinker, able to break down and pursue the elements required to operationalise a strategy;
- Experience in organizing and delivering conducting capacity building and training activities with civil society organizations;
- Fluency or competency in Ukrainian.
Desirable
- Experience of working in a post-Soviet country / legal system;
- Practical experience working with justice actors;
- Practical experience working in the field with an international commission of inquiry or fact-finding mission;
- Experience working within a legal team at one of the international ad hoc tribunals;
- Knowledge of international human rights, humanitarian and criminal law; and
- Operational experience in a fragile or conflict-affected state;
- Administratively competent and able to manage competing urgent demands;
- Practical experience in working with highly sensitive material and an ability to demonstrate the requisite skill in storing, sharing, and working with such material;
- Demonstrated understanding of cybersecurity threats and ability to conduct work mindful of operational and personal security;
- Ability to present findings in a clear and concise way.
