Communications Director
PROJECT BACKGROUND
The Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:
- Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses.
- Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level.
- Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, environmental recovery, create risks for transparent and accountable reconstruction and recovery.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
POSITION DESCRIPTION
The Communications Director is responsible for planning, implementing, and managing all Pro-Integrity communications and outreach activities and oversees internal and external all project communications and reporting. S/he will ensure the quality of all project communications and deliverables, and the appropriate application of USAID branding and marking guidelines in compliance with the project’s approved Branding and Marking Plan. S/he will support the Chief of Party (COP) and other project staff’s communications and engagement with USAID, host country government counterparts, international donors and implementing partners, and other project stakeholders as needed. S/he will coordinate communications team support to project-sponsored events, such as national and international conferences and events, by organizing, branding, and producing required informational materials and facilitating business participation.
KEY DUTIES & RESPONSIBILITIES
Communications:
- Develop and implement the project’s communications strategy and messaging plans.
- Oversee the development of contractual deliverables and other required communications products (e.g., progress reporting, PPTs, fact sheets, case studies, brochures, profiles), coordinating inputs from project team members and ensuring compliance with contractual requirements and quality of informational content and presentation. Support the capacity development of project staff to develop communications content and products from project activities, and support staff by developing templates and style guidelines as needed.
- Ensure that project communications products and promotional materials are branded consistently and correctly in compliance with USAID guidelines and the project’s Branding and Marking Plan.
- Coordinate closely with USAID on the development and distribution of communications products.
- Coordinate and manage high-profile events, such as field visits by US government officials, conferences, exhibitions, or other such events attended by host country government stakeholders, international organizations and donors, and local partners.
- Represent the project at events and meetings, as required, and liaise with relevant stakeholders to increase the visibility of the project, as appropriate, and maximize coordination and engagement.
- Support communications with USAID/Ukraine and other relevant US government agencies and offices regarding project implementation, knowledge management, and information dissemination.
- Promote the profile and visibility of the project and USAID’s impact across outlets, as appropriate.
- Ensure program events and key successes are appropriately promoted to USAID.
Knowledge Management:
- Operationalize the project’s knowledge management strategy, including proactive development and dissemination of knowledge management materials to actively engage relevant stakeholders.
- Lead project-wide initiatives to foster continual collaboration, learning, and adaptation to ensure quality and continuous improvement.
- Coordinate the storage and organization of project documents in DAI’s management information system (TAMIS) and the project’s SharePoint site and the Development Experience Clearinghouse (DEC), as appropriate.
QUALIFICATIONS
- A bachelor’s degree in a relevant field of study, such as communications, marketing, or international relations required; master’s degree preferred.
- A minimum of ten (10) years of relevant professional experience, including prior experience in communications, reporting, and/or knowledge management for USAID- or other international donor-funded programs.
- Demonstrated experience developing and implementing communications and messaging plans, including experience developing content for social media platforms, plus experience developing and implementing knowledge management strategies and activities.
- Applied knowledge of USAID branding and marking guidelines strongly preferred.
- Strong interpersonal communication, analytical, and writing capacities.
- Demonstrated proficiency with MS Office applications, including Word and PowerPoint, required; additional demonstrated proficiency in the use of graphic arts/design, data visualization, and/or other applications relevant for the development of communications products preferred.
- Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English strongly preferred.
