Overview: 

International Development Group, LLC (IDG) is an international development consulting firm that assists donors, governments, and the private sector to create and take advantage of opportunities for sustainable, broad-based economic development and poverty reduction. IDG assistance programs aim to build the capacity, skills, and knowledge of local individuals and institutions in the public, private, and not-for-profit sectors, fostering synergies between local knowledge and international experience. Since its foundation in 1988, IDG has been successfully managing complex development programs for USAID and other international donors in over 25 countries. 

Project Description: 

The purpose of the Support for Trade, Recovery Opportunities, and National Growth in Ukraine (STRONG UA) activity is to support Ukrainian small and medium enterprises (SMEs) at scale to: i) invest in their recovery and growth; ii) to develop new market linkages; iii) enhance their innovation and competitiveness, and iv) support a more conducive enabling environment to accelerate private sector growth during and after the war.  

 

Position Description:  

The MEL Director will oversee the development, implementation, and monitoring of STRONG-UA’s MEL component. The MEL Director will provide critical support to the Chief of Party in oversight of the MEL efforts and will oversee a team of local MEL staff on the project. Please note that this position is contingent upon award of the proposal/USAID approval. 

 

Key Responsibilities:  

  • Lead the design, implementation, and monitoring of STRONG-UA’s MEL strategy, framework, and systems in alignment with USAID requirements and project objectives.   
  • Ensure that the MEL systems and processes are integrated into the project activities and other technical areas.  
  • Develop and maintain an efficient Activity, Monitoring, Evaluation, and Learning Plan, including the creation of indicators, benchmarks, data collection methods and tools, and timelines.  
  • Draft and develop the MEL framework for the project, including the MEL activities and requirements for the grantees.  
  • Manage a team of local MEL specialists.  
  • Provide MEL training to project staff and support as needed.   
  • Oversee gathering of necessary documentation to establish baseline scores for each MEL indicator and conduct assessments.   
  • Lead the production of high-quality, timely reports for IDG and USAID, ensuring alignment with USAID reporting requirements. 

 

Qualifications:  

  • Minimum bachelor’s in a relevant field (eg, international development, social sciences, public policy, etc.); master’s degree preferred. 
  • Minimum of 10 years of relevant experience in MEL with a focus on performance monitoring, evaluations, and assessments.  
  • Strong familiarity with USAID’s Evaluation Policy and related guidance on MEL and Collaborating, Learning, and Adapting (CLA) approaches.  
  • Demonstrated experience serving in a MEL position on a USAID-funded project. Preferably in a senior / director type role.  
  • Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices.  
  • Experience in designing indicators related to economic growth preferred.  
  • Has led stakeholder engagement initiatives; has developed and implemented knowledge management systems.  
  • Strong written and verbal communication skills in English and Ukrainian.  
  • Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
