Deloitte is seeking a qualified candidate to serve as an Ecologist/Environmental Specialist in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine.
Project Background and Summary:
The Ukraine SOERA team supports the structure, strategy, and operations of key Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The team’s focus is to increase the efficiency of these R&R parties: State Agency for Restoration and Infrastructure Development (SARDI), Project Management Unit (PMU), and Ministry for Restoration (MOR), and to improve R&R coordination across Ukrainian and donor stakeholders.
SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the overall R&R ecosystem that encompasses policy making and implementation entities at national and subnational levels.
Objective:
The Ecologist/Environmental Specialist will support the Component 5 Lead, leading technical delivery work, to coordinate with the Project Management Unit.
Responsibilities:
- Support the PMU during project implementation to aid compliance with international financial institution (IFI) requirements (e.g., IBRD, EBRD, EIB, USAID).
- Oversee the workflow among external consultants involved with projects and PMU.
- Advise the client on environmental requirements for project implementation.
- Facilitate training of PMU environmental specialists on IFI requirements, standards, and implementation procedures.
- Coordinate preparation of quarterly reports, interim and final project completion reports, and other reports required by PMU.
- Supervise preparation of Environmental and Social Management Plans by R&R contractors to monitor their compliance with IFI standards.
- Develop proposals for environmental requirements for contractors.
- Perform other assignments and facilitate the activities and objectives of R&R projects in accordance with PMU and other requirements.
- Participate in SOERA work planning.
- Prepare reports and deliverables in accordance with the SOERA Work Plan.
Requirements:
- Higher education degree: Bachelor’s required, Master’s preferred, in ecology, environment protection, biology, chemistry, or related subject.
- At least three years of professional experience in the field of industrial ecology and/or environmental audits of enterprises.
- Knowledge and practical experience in application of environmental policy, standards, and requirements of IFIs and donor organizations.
- Work experience on infrastructure projects with funding from international financial and donor organizations; experience in related fieldwork and preparation of monitoring reports for international organizations.
- Experience in state enterprises and international organizations; working in multi-national environment, is desirable.
- Knowledge of the Ukraine environmental legislation requirements. Knowledge of EU Directives and leading international practices, is desirable.
- Certification of recognized international agency in ecology or related sciences, achieved or in progress, is an advantage.
- Proficiency in English and Ukrainian languages, including strong communication, interpersonal, and presentation skills. Ability to establish productive relations with stakeholders.
- USAID-related experience preferred.
