POSITION SUMMARY:
HIAS Ukraine is seeking to recruit 1 Education and Child Protection Specialist responsible for providing technical assistance, guidance and capacity-building on education and child protection activities, spreads latest research, engage in coordination efforts and evaluates education and child protection mechanisms. Under the current project, Child Protection and Education activities will be implemented through four local partners in the regions of Kharkiv, Dnipro, Odessa and Kherson. Education activities will be conducted in schools for teachers and students, and include trainings in basic psychosocial support. The Education and Child Protection Specialist will report to the Program Director for HIAS Ukraine.
The position holder will be mainly responsible for providing technical support, supervision, and capacity building to implementing partners. Work hand in hand with the Program Director to develop standard operating procedures for Education and Child Protection services, conduct needs assessments in Ukraine, and provide technical input for the construction of Education and Child Protection program proposals that can be funded by key donors. The Specialist will also be expected to monitor the quality of Education and Child Protection implementation in the field, report on activities carried out by partners and provide strategies to address challenges during implementation.

ESSENTIAL FUNCTIONS:
This position will facilitate Education and CP capacity-building activities for HIAS implementing partner and contribute to the overall HIAS Ukraine strategy regarding Education and Child Protection programming.
- In close coordination with the Program Director and GBV Coordinator, establish standard operating procedures for the provision of Education and Child Protection support to conflict affected populations.
- Support and contribute to the development of monitoring tools for Education and Child Protection interventions to support quality programming in compliance with international standards.
- In coordination with the Program Director, GBV Coordinator and Project Coordinator, provide support to implementing partners staff.
- Support in identifying training needs and ensuring appropriate training is provided for implementing partners staff.
- Support partners to develop linkages with other service providers to promote quality referral pathways; establish appropriate referral mechanisms and ensure appropriate follow-up is provided for vulnerable individuals
- Provide input for the review of current program services and explore ways to introduce new service interventions, Technical support in the design of Education and Child protection interventions.
- Strengthening of Education and Child protection coordination mechanisms.
- Identify protection issues and services that affect children at risk.
- Regular field visits to monitor implementation of programs and to provide technical guidance.
- Coordinate with other agencies, governments and NGOs to implement and coordinate common Standards. cooperate with Education and Child Protection clusters;
- Experience in the formulation of proposals for international donors and in budget development;
- Preparation of annual and donor reports as well as other documentation related to Education and Child protection programs.
QUALIFICATION REQUIREMENTS:
- Professional technical experience matching the above-mentioned duties and responsibilities;
- A minimum of 2 years international humanitarian field experience;
- Relevant educational background and knowledge of Education and Child Protection principles;
- Knowledge and understanding of the complexity related to the ongoing conflict in Ukraine;
- Proficiency in English is obligatory;
- Experience in the formulation of proposals for international donors and in budget development;
- Previous experience in MHPSS or GBV programming is highly desirable.
