STATEMENT OF DUTIES:
USAID places particular importance on the Expeditor/Chauffeur function which is even more critical in a high threat environment. This position provides critical driving and operational support to a large USAID Mission in Kyiv, Ukraine. In addition to possessing excellent defensive driving skills, the Job Holder must exercise good judgment in the daily performance of his/her duties and have a thorough knowledge of road systems, not only in capital cities but also in other destination points in the host country (and occasionally in neighboring countries as well). The Expeditor/Chauffeur must know the boundaries of various “go” and “no-go” areas of the capital city and the countryside. The Job Holder must exercise sound judgment in selecting appropriate routes from point A to point B, taking into consideration unrest or other unusual circumstances, and traffic patterns at various times of day. The Job Holder must practice patience and self-control and be able to defuse potentially dangerous situations to protect their passengers. Besides these skills, this position requires continuous learning, adapting, and flexibility in mastering and following internal procedures and processes.
This position is located in the Executive Office of the USAID Mission/Ukraine and is directly supervised by the Supervisory Management Specialist (Deputy EXO). The Job Holder is responsible for driving Mission vehicles to transport the Mission staff to a wide variety of official and unofficial meetings, functions, and/or events. The Expeditor/Chauffeur also picks up and delivers invitations, papers, diplomatic notes, and other items/materials for and on behalf of the USAID/Mission. This position also entails performance of basic administrative/clerical tasks to support the EXO team.
The Job Holder participates in transporting USDH, USPSC, TCNPSC, and CCNPSC Mission employees and official visitors in the conduct of official business, transporting expendable and non-expendable supplies, equipment, and furnishings. Depending on the needs of the Mission, the Job Holder may drive other official vehicles from ICASS Motor Pool. The Expeditor/Chauffeur performs minor maintenance of the official vehicle. In addition, the Job Holder is responsible for uploading and unloading various property items, including moderately heavy equipment and furniture, and performs manual labor tasks on an as-needed basis. The Job Holder must adhere to safety and security regulations at all times. In the performance of these duties, the Expeditor/Chauffeur relies heavily on interpersonal skills, knowledge of procedures associated with the specific tasks assigned, and relationships developed in various Ministries, NGO/PVO organizations, private-sector firms, and/or government agencies.
QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE:
Education: Completion of secondary school is required.
Work Experience: A minimum of three (3) years of experience driving a motor vehicle as a professional Chauffeur is required. At least one (1) year of progressive responsible experience in secretarial, clerical or administrative work is required.
Language Proficiency: Level III English in reading, speaking, and writing as well as fluency in Ukrainian is required.
