Summary:

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

PFRU provides crucial support to Ukraine’s government, civil society, and private sector amid Russian aggression, aiming to bolster resilience and pave the way for lasting peace. Focused on frontline communities, PFRU’s resilience efforts strengthen cooperation between the government and citizens, counter disinformation, and sustain civilian resilience. With 17% of Ukraine’s territory currently under temporary occupation, affecting 173 communities and displacing 4 million individuals, urgent attention is needed. In response, the Association of Invincible Communities (AIC) was founded to unite stakeholders in addressing challenges faced by affected regions. Despite its recent establishment, AIC has gained momentum, with 77 communities enlisted, representing 1.3 million people. Serving as an advocacy and educational hub, AIC aims to amplify the voices of affected communities and spearhead initiatives for recovery and resilience.

We are looking for an Expert develop AIC’s communication strategy, which main goal should be to promote the AIC and its activities as well as to deliver and/or organize (with possible sub-contracting of other trainers) trainings on the following: i) Communication (the exact areas of trainings to be agreed upon with AIC during the communication strategy development phase based on needs assessment; these might include the following areas: countering propaganda; digital communication and SMM, etc.); ii) Information and digital security training. Interaction with law enforcement agencies to combat cybercrime; iii) Community engagement: Identification of challenges and needs. The trainings will be on-line based on arrangements with AIC.

Responsibilities

• Develop a comprehensive Communication Strategy for the Association of Invincible Communities (AIC).

• Define the scope of work for the AIC communication team members.

• Create an implementation plan for the AIC communication strategy.

• Conduct or coordinate training sessions on communication, information and digital security, and community engagement.

• Support the AIC team in establishing effective communication workflows.

• Compile and present detailed reports on communication activities and outcomes.

Required Skills and Qualifications

· Bachelor’s degree in communications, marketing, public relations, or a related field.

· Proven experience in developing communication strategies and implementation plans.

· Strong understanding of digital communication tools and social media platforms.

· Excellent written and verbal communication skills.

· Ability to coordinate and facilitate training sessions effectively.

· Knowledge of information and digital security practices.

· Experience in community engagement and stakeholder management.

· Proficiency in project management and ability to establish efficient workflows.

· Strong analytical and reporting skills to track communication activities and outcomes.

· Ability to work collaboratively in a team environment and adapt to changing priorities.

· Experience of working with donor-funded projects preferred.

· Fluent Ukrainian and English required.

Reports to: Project Officer – ‘Resilience project

Duration of Assignment: Up to 60 working days – June – August 2024

Location of Assignment: the candidate should be based in or willing to travel to Ukraine, Kyiv.
