BACKGROUND INFORMATION:
In accordance with the organizational mandate and national development priorities of Ukraine, UNFPA, the United Nations Population Fund, implements a country programme of technical assistance to Ukraine for 2018-2022. With its 3rd Country Programme UNFPA Ukraine makes a strong focus on investing in the abilities of young people, especially young women and girls, to make responsible choices about their lives and contributing to the legal and social adoption of more equitable gender norms, including the right to live free from stereotypes, coercion and violence. UNFPA also works to reduce public tolerance towards GBV and to ensure that GBV survivors seek help and receive quality services.
Alongside this development work, UNFPA is implementing its three-year GBV Prevention and Response Programme, which aims at strengthening the national gender-based violence prevention and response systems through (i) development and implementation of the national and local legal, policy and regulatory frameworks for multi-sectoral response to GBV; (ii) building institutional capacity, especially at the regional/local level, to comprehensively address GBV cases and prevent future acts of violence; (iii) raising awareness on GBV in the society to reduce tolerance towards GBV within communities; promoting public-private partnerships to address and sustainably fund GBV prevention and response, at the national and community level.
The UNFPA GBV Prevention and Response Programme covers ten regions of Ukraine including the five most affected by the armed conflict (Dnipropetrovska, Donetska, Kharkivska, Luhanska and Zaporizka) and focuses on the delivery of the following outputs:
- National and regional GBV governance coordination bodies established and capacitated to lead multi-sectorial response to GBV
- Multi-sectoral GBV monitoring, case registration and administrative data management launched and tested in selected regions
- Psycho-social service providers capacitated to deliver integrated survivor-centred GVB services
- Health care system has capacity to identify, provide first line support and health care to survivors of physical and sexual violence according to international standards
- Policing and justice services, including legal support to GBV survivors are integrated as part of multi-sectoral GBV response and prevention systems at the regional level
- National level Government-led information and awareness raising campaign on GBV response and prevention launched
ORGANIZATIONAL CONTEXT:
Under the supervision of the Programme Manager, the GBV Technical Advisor (GBV TA) provides technical guidance for the scale of GBV prevention and response activities in multiple regions in Ukraine with the emphasis on different aspects of comprehensive GBV prevention and response programming that includes health, psychosocial support, empowerment and advocacy activities.
S/he will ensure that the programme is technically sound and appropriate in meeting the needs of GBV survivors and affected communities. Specifically, the GBV TA is the key focal point to provide appropriate and timely technical guidance to UNFPA GBV prevention and response activities of the Programme and local government counterparts (Ministry of Social Policy, Ministry of Health, Ministry of Interior, Ministry of Justice, regional authorities, etc.)
S/he works in a client, quality and results-oriented manner in close collaboration with all GBV Prevention and Response Programme personnel, other units of the UNFPA Country Office (CO) and UN Agencies, to exchange information and to ensure smooth Programme functioning in line with the approved work plan, indicators and milestones (Program Results Framework (RRF).
MAJOR DUTIES AND RESPONSIBILITIES:
- Work closely with the Programme Manager and UNFPA Management Team to develop a detailed strategy and work plans aligned with GBV Prevention and Response Programme goals and objectives, ensuring that its approaches are consistent, technically effective, evidence-based and innovative
- Provide strategic analysis and recommendations for improved programming, based on the needs and existent experiences in the field, and in conformity with the UNFPA global practices
- Oversee the technical aspects of the GBV Prevention and Response Programme implementation and coordination
- Develop standard procedures and guidance for the GBV Prevention and Response Programme in close coordination and cooperation with local partner organizations;
- Provide guidance and technical assistance to national state institutions involved in response to GBV to effectively lead multi-sectorial response at the national and local levels, including support to establishment of functional coordination bodies to govern multi-sectoral response to GBV and development of costed Actions Plans (programmes) on multi-sectoral response and prevention of GBV
- Deliver technical support to process of multi-sectoral GBV monitoring, case registration and administrative data management system development in the selected regions
- Provide guidance on information-sharing and data management systems
- Ensure technical support in conducting assessments and base-/endline surveys as needed, ensuring for compliance with safety and ethical standards
- Organize and lead GBV technical trainings as needed
- Contribute to healthcare trainings to improve clinical response to sexual assault and other forms of GBV
- Demonstrate leadership by representing UNFPA on issues related to GBV to a variety of audiences, including with government counterparts, implementing partners, policy makers, and coalitions at public events, meetings and conferences
- Contribute to building capacity of all implementing partners at national and regional level, on all matters related to programme implementation for timely, successful and efficient implementation of all activities planned under the project(s);
- Act as GBV Sub-cluster Coordinator, liaising and interacting with humanitarian partners in the regions, work in close cooperation with the Protection, Health and other cluster partners to ensure that GBV response is integrated into overall humanitarian response actions;
- Substantially contribute to the agenda and work of humanitarian coordination meetings held in all regions, ensuring that GBV response issues are adequately reflected and addressed;
- Add considerable support to drafting of progress reports required by donors and UNFPA, provide regular updates/briefs as required by UNFPA;
- Ensure that GBV Prevention and Response Programme has appropriate, relevant, and up-to-date materials, tools, resources, and templates for documenting and monitoring its activities at country office and field levels
- Identify lessons learned and best practices for external application and dissemination
- Carry out any other duties as may be required by UNFPA country office management

REQUIRED SKILLS AND EXPERIENCE:
Education:
- Master’s degree or equivalent, preferably in Public Administration, Human Rights Law, Social Sciences including Gender Studies, Political Science, International Relations, or other relevant studies for UNFPA`s mandate
Experience:
- At least 5 years of relevant professional experience at the national/international level in the area of gender policy, human rights, social work or related fields. Experience in programme and project management would be an asset
- Knowledge about the UN and humanitarian coordination structures would be an advantage
- Working experience in projects funded by international donors is desirable
Language requirements:
- Fluency in the Ukrainian, English and Russian languages.
