About the Project

The EU-funded Project “PRAVO-JUSTICE” (Support to Justice Related Reforms in Ukraine) is implemented by Expertise France (EF), and a number of partners. The Project promotes the rule of law in line with European standards and best comparative practices, and will run until the end of 2020. In particular, the Project is helping Ukrainian counterparts in the development and implementation of the justice sector policy instruments, while also focusing on the reset of the judiciary, support to the Ministry of Justice (MOJ), promotion of property rights protection, enabling of the probation service. In the context of all these institutional and regulatory initiatives, the Project is implementing a cross-cutting component focusing on e-Justice (Component 4), which includes a number of significant planned initiatives to procure services and supplies. The Permanent Project Team in Kyiv consists of a Team Leader, international and national Key Experts, and support staff. The Project is also implemented by a variety of international and national short-term experts (STEs). In order to fully implement its tasks, the Project requires services of E-Justice Procurement Oversight Expert (POE).

POE will work in close cooperation with the International Key Expert (IKE) on E-Justice (Component 4), under direction of the Project Team Leader, and in liaison with the Expertise France Project Management Unit in Paris.

Key Responsibilities

• Contribute to the identification of main features of needed IT and related solutions foreseen in the Project Work-Plan together with Ukrainian and other Project counterparts;

• Assist in the development of feasibility studies, terms of reference (TORs), technical specifications and other relevant documentation in the identification, formulation, implementation and monitoring of procurement-related activities in the Project Work-Plan (Component 4, and other Components, where directed by the Team Leader);

• Prepare and oversee the relevant procurement package(s) in coordination with the Permanent team and the Expertise France Project Management Unit, and otherwise support the overall procurement of services and supplies by the Project throughout all relevant stages (identification, formulation, procurement documents preparation, answers to questions, analysis of bids/bidders, evaluation, selection, contract signature, monitoring etc.);

• Oversee the process and assess the quality of the delivery of services purchased by way of procurement of services and supplies by the Project.

Qualifications and Professional Experience

The required candidate should have:

  • University or other relevant degree pertinent for the tasks above;

  • At least 5 years professional experience in IT technologies and / or information systems,

  • Experience in programming and conducting public sector procurement;

  • Demonstrated knowledge of IT solutions delivery processes (design, development, and implementation);

  • Excellent command of written and spoken English and Ukrainian;

  • Experience in implementation of international technical assistance projects would be considered an advantage.
