Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine
Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:
The SACCI project provides support to several governmental institutions including the Secretariat of the Cabinet of Ministers, the Ministry of Infrastructure of Ukraine, the Sumy Oblast State Administration, and the Ministry of Health strengthening the internal corruption prevention policies, anti-corruption standards, conflict of interest and ethics compliance.
The National Securities and Stock Market Commission (NSSMC) of Ukraine and the Ukrainian Corporate Governance Academy (UCGA) are drafting a new policy – the Corporate Governance Code of Ukraine (CGCU) – targeted at reducing corruption within listed and unlisted companies including State Owned Enterprises (SOEs) . NSSMC and UCGA requested SACCI assistance with incorporating corruption prevention and good governance standards in CGCU.
The development of the CGCU is a part of the ongoing corporate governance reform of listed and unlisted companies in Ukraine which include the review the National Principles of Corporate Governance approved by NSSMC Order #955 on July 22, 2014. The overall goal of improving governance practices in listed and unlisted companies of Ukraine calls for the need to a significant update of the National Principles of Corporate Governance. The draft CGCU is being developed by the Advisory Group consisted of international and local experts in corporate governance that was formed jointly by UCGA and NSSMC.
SACCI will provide support to incorporate anti-corruption standards, conflict of interests and ethical issues into CGCU. In particular, SACCI will collaborate with the Advisory Group on launching CGCU and will provide an anti-corruption expert to assist the Advisory Group with research, consultations and legal drafting in January-February 2019.
In the set period, the Expert will:
- Review the Corporate Governance Principles G20/OECD of 2015 and other global trends and updates in the corporate governance anti-corruption standards worldwide and adapt them to the Ukrainian context ;
- Participate in up to 5 meetings of the Advisory Group to discuss the draft CGCU (meetings on CGCU sections / chapters);
- Review the English version of the draft CGCU for compliance with the suggested structure, vocabulary and alignment with the general spirit of Corporate Governance Principles G20/OECD and provide relevant recommendations for the Advisory Group ;
- Review the Ukrainian version of the CGCU for consistency of terminology and alignment with Ukraine’s anti-corruption legislation and subsidiary regulations;
- Draft the anti-corruption standards, conflict of interests and ethical issues related sections / chapters of the CGCU;
- Process comments made by other members of the Advisory Group regarding the anti-corruption standards, conflict of interests and ethical issues related sections / chapters and finalize relevant components;
- Participate in the CGCU Launch Ceremony and present the highlights of the CGCU in the anti-corruption aspects to the participants;
- Advise SACCI on further possible engagement in the sector of SOE regulation / anti-corruption work;
- Present the highlights of the CGCU and impact on the economic governance development interventions supported by USAID in Ukraine (upon request).
Expected level of effort is up to 25 expert days between 14 January and 25 February 2019.
Qualifications:
- Specialist / Master’s degree in law, political science, public policy, public administration or other relevel field;
- Over 7 years of experience in anti-corruption, transparency and integrity in the non-government (international) or government sectors;
- Experience in developing government/non-government anti-corruption policies, codes of conduct, conflict of interest guidelines, etc.;
- Demonstrated ability to work with international standards and guidelines and summarize the findings into reports and analytical papers;
- Demonstrated ability to moderate events and conduct interviews on sensitive issues;
- Excellent organizational skills to meet deadlines;
- Prior experience with USAID-funded projects is preferred;
- Fluency in Ukrainian, advanced English language knowledge (writing) required.
