 Background  

Ukraine’s Cohesion and Regional Development Project, UCORD, is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by the consultancy company NIRAS Sweden AB.   

UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, and Vinnytsia, Volyn and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread throughout the country. UCORD consists of three components:  

Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.  

Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.  

Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.   

Introduction

In the context of Component 3, which focuses on building social cohesion through culture, dialogue, and creative industries, UCORD is launching the Renaissance Clusters Grant Programme. This programme will support the establishment and development of cultural and cultural-tourism clusters. These clusters are intended to demonstrate culture’s significant contribution to regional development, creating added value for local economies, improving human capital, and strengthening social cohesion. 

 Objective

This assignment aims to engage short-term expert with specific knowledge in renovation and infrastructure of public facilities (such as museums, libraries, theatres, cultural clubs, art schools etc.). The expert will provide technical expertise of applications submitted under the Renaissance Clusters Grant Programme, specifically assessing the cost, documentation, and readiness of infrastructure components.  

 Scope of Assignment

The experts engaged under this invitation will undertake the following scope of work: 

Cost Assessment: 

  • Review project budgets to ensure cost estimates are realistic, reasonable, and aligned with market standards. 
  • Identify inconsistencies, overestimations, or under-budgeting in proposed financial plans. 
  • Provide recommendations on cost efficiency and budget adjustments, if necessary. 

Documentation Review: 

  • Verify the completeness and accuracy of submitted technical documents, including permits, expert conclusions, project designs, and approvals required for implementation. 
  • Ensure that all necessary permissions and regulatory approvals are in place to proceed with construction or renovation. 
  • Identify any missing or incomplete documentation that may impact project execution. 

Project Readiness Evaluation: 

  • Assess whether the proposed infrastructure project is ready for immediate implementation. 
  • Identify any missing elements that could delay execution (e.g., unresolved permits, incomplete project plans). 
  • Provide recommendations on necessary actions to ensure the project is ready to proceed upon grant approval. 

Qualification and skills:

  • Engineering, architecture of other relevant BSc level degree 
  • At least 5 years experiences in preparation and/or implementation of infrastructure works, renovation or rebuilding  
  • Experience in review of technical documentation, designs and bill of quantities  
  • Working experience in civil engineering for municipal infrastructure in Ukraine: technical and financial planning as well as construction or supervision of municipal infrastructure projects in Ukraine. Working experience in quality assurance of civil works projects is an advantage.
