Enabling Environment Manager
Program Context
Chemonics International, Inc., a U.S.-based international development consulting firm, is seeking qualified candidates for multiple technical and crosscutting positions for the five -year USAID Harvest Activity. The Activity aims to enable supported male and female grain and oilseed farmers, including those from marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and will position farmers to market their crops more successfully and profitably in the war-affected context. The Activity will focus specifically on the following target commodities: barley, corn, soybean, sunflower, and wheat.
Position Description:
The USAID Harvest Activity’s Enabling Environment Manager assists in executing project business enabling environment interventions, monitors program progress against approved plans, coordinates efficient implementation and delivery of business environment enabling goals, facilitates achieving relevant project indicators, and contributes to consistent performance reporting mechanisms under Objective 3. S/he shall collaborate across technical project teams and maintain strong working relationships with the Ministry of Agrarian Policy and Food, other related ministries, non-governmental organizations, relevant business associations, commercial sector stakeholders, and agricultural input providers.
Responsibilities:
- Build industry associations’ capacity to prepare high-quality position papers to advocate for enabling environment reforms
- Facilitate public-private policy dialogue to ensure private sector has an opportunity to voice their issues and advocate for reform that will address private sector needs
- Leverage government relationships to improve the enabling environment for agriculture sector development with focus on grain and oilseeds.
- Play an active role in project work planning and activity design, leading the enabling environment technical area for program design and implementation
- Establish and maintain positive work relationships with relevant stakeholders
- Assist the Market Systems Support Team Lead in the technical implementation of the project interventions and day-to-day technical coordination and collaboration across objective teams and cross-cutting, operations, and Strategic Investment Fund staff.
- Actively contribute to the completion of the contractual deliverables, including quarterly and annual reports, annual workplans, ad hoc reports and any other that may be required.
- Undertake studies, research, and other activities as needed to identify partnership opportunities that lead to improved business environment variables and support market system efficiency and inclusivity.
- Facilitate linkages between small and medium-sized grain and oilseed farmers and agribusiness market stakeholders in Ukraine; support market system change-management initiatives within the agricultural sector to develop and implement successful enabling environment models and practices.
- Closely coordinate with the Market Systems Support Team Lead and the USAID Harvest Activity communications team in coordinating various public relations events and media campaigns related to the above-mentioned activities, including writing press releases for publication in newspapers and other media about activities, events, and developments of the project related to business enabling environment.
- Coordinate with the project team on event logistics and relevant preparations for trainings, workshops, facilitation sessions, etc.
- Work with the GESI team to ensure that enabling environment activities consider gender disparities, priorities, and norms, and are inclusive of vulnerable populations such as IDPs, women, youth, veterans, and persons with disabilities.
- Other duties as assigned by the Market Systems Support Team Lead or designee.
Qualifications:
- Minimum bachelor’s degree in a relevant field, such as business administration, economics, agricultural studies, or relevant fields. Master’s degree is a plus.
- Minimum five years of demonstrated experience in related fields; experience in the agricultural sector is a plus.
- Demonstrated experience in private sector engagement, creating market linkages, and fostering cohesion and collaboration through communication and interpersonal skills to successfully work with government officials and local partners.
- Strong analytical skills and the ability to take initiative and drive project implementation
- Excellent organizational, negotiation and time management skills.
- Demonstrated strong oral and written communication skills
- English proficiency required.
