Cybersecurity Expert, Evaluability Assessment
Position Description
EnCompass LLC is seeking a Cybersecurity Expert to provide subject matter expertise for an evaluability assessment focusing on determining the feasibility and potential timing of a performance evaluation of a USAID/Ukraine activity focused on Cybersecurity in Ukraine, taking into account the sensitivity of the context in the current conflict. The evaluability assessment will assess: 1) the legal and regulatory landscape concerning cybersecurity information, 2) available information sources (and information gaps) as well as the risks and mitigation strategies associated with each, 3) potential impacts of reality on the ground on draft evaluation questions.
The position will be virtual (will not involve in person data collection) and include 8-10 days of LOE. The timeline for this role is July – September, 2023.
Position Duties And Responsibilities
Essential functions:

Assessing the extent to which evaluating the performance and success of the Activity is possible at this stage, taking into account the current context and its impact on security concerns and information availability

Determining the focus and scope of specific learning agendas given the current context

Identifying existing databases with potential to assess evaluability as well as inform a potential performance evaluation, including proxy indicators that may allow indirect measurement of performance if secondary data or primary data collection is not feasible

Identifying and virtually interviewing potential stakeholders, including line ministries, state agencies, universities, that can provide expertise for the evaluability assessment and/or evaluation questions
Position Requirements
Qualifications
Academic Qualification:
-
An advanced degree in cybersecurity, computer science, information systems, or other relevant field

At least 5 years’ experience working in the field of cybersecurity in Ukraine
Experience and Skills:
-
Deep understanding of the Ukrainian legal framework and EU legal framework and guidelines on cybersecurity (required)

Proven experience in the area of cybersecurity or IT in Ukraine

Experience in risk assessment and qualitative evaluation methods

Experience working with a diverse group of stakeholders to deliver on task objectives

Strong interpersonal skills and written/oral communication skills

Fluency in Ukrainian and good command of English
