The Ukraine Monitoring and Learning Support (UMLS) Activity requires support for the implementation of monitoring, evaluation, and learning activities in the UMLS work plan. This consultant will play a key role on an upcoming evaluation of a Rule of Law Program. Up to two consultants will be selected at the mid or senior level as determined by consultant experience, skills, and availability. Assigned tasks will be aligned to consultant expertise and availability. This position reports to Chief of Party.
Responsibilities
Tasks/services may include:
- Serve as Evaluation Team Member/Sr. Evaluation Team Member, as requested.
- Conduct research (desk reviews, assessments, etc.)
- Conduct coding and analysis tasks.
- At the senior level, provide guidance/oversight on MEL tasks.
- Contribute best practices and innovative tools that can be applied in a conflict environment.
- Develop and deliver capacity building activities related to MEL, including data collection trainings.
- Support design and facilitation of evidence dissemination events (and related products).
- Ensure close coordination and collaboration with UMLS evaluation team, USAID/Ukraine, and USAID implementing partners (as relevant).
- Complete tasks according to agreed-upon timelines.
- Offer written inputs in English.
- Other tasks relating to this evaluation as agreed based upon the evolving situation in Ukraine and the Mission’s needs.
Required Qualifications
Sr. Evaluation Team Member
- Minimum of a Bachelor’s degree and 10 years’ experience or Master’s degree and 8 years’ experience working with international development organizations or related social development areas.
- At least 4 years of demonstrated experience leading MEL-related work.
Specifically, the selected candidate should have:
- Demonstrated experience working on evaluations of USAID programming
- Strong data coding and analysis skills, including familiarity with Dedoose software.
- Strong communication, supervision, and management skills.
- Strong familiarity with USAID’s Evaluation Policy.
- Experience with DRG programming, especially relating to justice/courts programming.
- Demonstrated experience working in Ukraine.
- Familiarity with the court and legal system in Ukraine.
- Ability to work with host-country governments and Implementing Partners at different levels.
- Working knowledge of and experience with USG-funded activities.
- Demonstrated effective interpersonal and interview skills, proactive, creative problem solving and ethical management.
- Professional fluency in English (spoken and written) and Ukrainian.
- Proficiency with Microsoft Office Suite.
Evaluation Team Member
- Minimum of a Bachelor’s degree and 5 years’ experience or Master’s degree and 3 years’ experience working with international development organizations or related social development areas.
- At least two years of experience working on monitoring, evaluation, and learning tasks.
Specifically, the selected candidate should have:
- Strong data coding and analysis skills, including familiarity with Dedoose software.
- Strong communication skills.
- Strong familiarity with USAID’s Evaluation Policy.
- Experience with DRG programming, especially relating to justice/courts programming.
- Familiarity with the court and legal system in Ukraine.
- Ability to work with host-country governments and Implementing Partners at different levels.
- Working knowledge of and experience with USG-funded activities.
