Position Description

EnCompass LCC is seeking a Gender and Social Inclusion (GESI) Consultant to support the USAID/Ukraine Mission in streamlining gender and social inclusion considerations in its current and future programming. This will be done in line with the Agency’s 2023 Gender Equality and Women’s Empowerment Policy and in accordance with Ukraine’s current needs and gaps including those resulting from the Russia’s war against Ukraine.

The Gender and Social Inclusion consultant will be engaged on an ad hoc basis and might be tasked with assignments such as but not limited to: drafting assessments of latest developments in Ukraine related to GESI, identifying needs/gaps and providing recommendations, providing overviews of the GESI situation pertinent to specific USAID supported sector, developing GESI analyses for existing and future USAID activities, assessing compliance of monitoring, evaluation and learning outputs/approaches with USAID GESI policies, suggesting capacity building activities/materials as required, etc.

Ideal candidates will bring gender and social inclusion experience in the development sector in Ukraine, solid understanding of USAID’s perspective in these areas, as well as experience mainstreaming gender and social inclusion approaches in project design, implementation, monitoring and evaluation. Experience working with issues of conflict-related gender-based violence issues is highly sought given the implication of the war for the Ukrainian society at large and vulnerable groups in particular.

This is an on-demand consultancy role operating from the UMLS office in Kyiv, Ukraine and may also be conducted remotely worldwide depending on the task and current context. The role will report to various members of the UMLS team depending on the task, determined by the UMLS Chief of Party.

Position Duties And Responsibilities

Essential functions:

  • Identify gender and social inclusion knowledge/evidence gaps in USAID programming.
  • Conduct literature and secondary data reviews to compile evidence relevant to USAID programming in Ukraine, particularly related to gender and social inclusion issues; this is likely to involve analyzing monitoring data from USAID programs in order to summarize interventions and progress.
  • Coordinate gender and social inclusion analyses by helping design studies and support analysis teams.
  • Champion and apply EnCompass’ Gender Integration Assessment tool and other technical and operational norms to ensure gender integration during all stages of monitoring, evaluation, and learning activities.
  • Provide training on gender and social inclusion integration in MEL and the USAID program cycle, if required.
  • Facilitate and support learning events that help program stakeholders incorporate evidence from gender analysis, youth assessments, and other studies into programs, consistent with CLA approaches, if required.

Position Requirements

Qualifications

Academic Qualification:

  • Minimum of a Bachelor’s degree in social science or a related field, with some college or university training relevant to gender or youth inclusion; Master’s degree preferred.

Experience and Skills:

  • Minimum of 3 years’ experience integrating gender and social inclusion issues into monitoring, evaluation, and learning and/or international development/humanitarian programming efforts in Ukraine required
  • Experience working with USAID/USG and/or implementing partners strongly preferred
  • Demonstrated skill and fluency in producing written outputs/analyses on gender mainstreaming and social inclusion issues in the development context is required
  • Understanding of and experience with implementation of USAID’s Gender Equality and Women’s Empowerment Policy preferred
  • Familiarity with the USAID program cycle including Collaborating, Learning, and Adapting (CLA) approaches required
  • Expertise in conflict-related gender-based violence is highly desirable
  • Some experience with quantitative or qualitative analysis and analysis software is preferred;
  • Professional proficiency in English and Ukrainian required. This includes an ability to participate effectively in formal conversations, read technical materials, and draft technical reports
