Third Party Monitoring (TPM) and Learning Specialist

Position Description

EnCompass LLC is seeking a Third-Party Monitoring (TPM) and Learning Specialist who will carry out day-to-day coordination and management for TPM activities on UMLS. They will support the development and implementation of the TPM system for UMLS. This includes coordinating with consultants, vendors, and home office staff at EnCompass; supporting site visit planning and coordination; maintaining files and the TPM knowledge management system; conducting quality assurance checks on TPM vendor datasets; supporting TPM vendor invoice and expense reviews and subcontract management; data review, aggregation, and analysis (in support of the vendor); and other tasks, as needed. They will also serve as a point of contact for the TPM data collection vendor and the USAID and implementing partner points of contact for TPM activities. Overall, they will ensure that TPM activities are carried out in accordance with USAID needs, quality standards, and the approved TPM approach. They will also support other monitoring, evaluation, and learning tasks as required by the UMLS team, like Data Quality Assessments (DQA) of Performance Plan and Report (PPR) indicators, data collection from implementing partners for dashboards and other visualization tools, support request tracker maintenance and similar tasks that require good communication skills, attention to detail, and responsiveness. Previous experience in managing TPM and/or USAID Activity monitoring is preferable.

The position is based in Kyiv, Ukraine. The TPM and Learning Specialist will be expected to work from sites in Ukraine as needed.

For the foreseeable future, EnCompass is using a hybrid work model where most positions are remote with voluntary in-person attendance at the office. The exceptions to this model include scenarios such as if the client requires the role to be in-person.

Position Duties And Responsibilities

Essential functions:

Third-Party Monitoring: Coordination and Facilitation:

  • Develop and ensure periodic updating of Activity Monitoring Plans (AMPs)/TPM designs and other TPM planning and approach documents.
  • Develop and ensure periodic updating of TPM data collection instruments.
  • Support sampling frame development and site selection/sampling.
  • Oversee training and re-training on use of data collection instruments and protocols by site monitors during site visits.
  • Coordinate resources (vendors, consultants, home office staff) to ensure sufficient support for TPM tasks.
  • Support coordination with USAID, implementing partner, and TPM vendor points of contact to ensure successful planning and administration of TPM site visits.
  • Coordinate with USAID TPM point of contact to provide regular updates and address any issues or concerns encountered during site visits.
  • Support and oversee cleaning and analysis of TPM data, in coordination with TPM vendor, to ensure high standards of data quality and reliability.
  • Ensure TPM data is properly maintained within appropriate project databases and knowledge management systems.
  • Provide quality assurance for TPM site visit reports prepared by the TPM vendor.
  • Coordinate internal and external reviews of TPM reporting, and submission of final reports to USAID.
  • Lead the development of summary findings, lessons learned, or other cross-site reporting as required to extract themes and trends from TPM activities and support USAID and implementing partner learning and evidence needs.
  • Present TPM findings and lessons learned to USAID or other partners, as required.
  • Facilitate learning and reflection sessions with TPM vendor staff and other partners as required to support continuous learning and improvement for TPM delivery.

TPM and Data Quality Assessment Site Visits: Oversight and Support:

  • Travel to sites to monitor TPM vendor implementation quality and compliance with USAID regulations.
  • Conduct data quality assessment (DQA) of USAID PPR indicators and verification exercises with implementing partners.
  • Prepare draft DQA reports.

Performance Monitoring and Learning (PML) Team Support:

  • Support collection and complication of data to respond to the Mission’s needs (portfolio review data, PPR data, and PMP data).
  • Support maintenance of the data management tools and interactive dashboards developed by UMLS.
  • Support other monitoring, evaluation, and learning tasks as required by the UMLS team.

Position Requirements

Qualifications

Academic Qualification:

  • Master’s Degree in a field social science, economics, management, psychology or a related field or a Bachelor’s degree and an additional 2 years of related professional experience.
  • 5+ years of experience designing/supporting and implementing performance monitoring systems of complex international development projects; organization and management of data collection processes; implementation or management of third-party monitoring systems for humanitarian projects; and data quality assurance.

Experience and Skills:

  • Experience in management and supervising data collection teams and ensuring data quality.
  • Experience in designing and implementing third party monitoring systems.
  • Experience developing technical designs, data collection instruments, sampling sets, and performance tracking tools.
  • Experience in indicator development, data collection and analysis, data quality assessments, and statistical methods.
  • Experience using monitoring data to review programming, trends, and activity needs and willingness to be flexible and adaptable to respond to new information.
  • Experience collecting appropriate development data from third party sources.
  • Strong client engagement skills grounded in proactive service and follow through.
  • Strong teamwork, interpersonal, communication, and presentation/facilitation skills.
  • Strong written and spoken English skills, and Ukrainian and/or Russian fluency.
