The objective of this project is to enable transformation of market for investments in EE in public buildings in the country, by using Energy Service Company (ESCO) modality, utilizing Energy Performance Contract (EPC), facilitated by introducing a single nationwide energy management information systems (EMIS) for Ukraine.
The project has four components which are as follows:
- Component 1: Formulation and introduction of a streamlined and comprehensive legal/regulatory, and policy framework for promoting energy efficiency in public buildings..
- Component 2: Promotion of private investment in energy efficiency in public buildings through appropriate catalytic financial incentives.
- Component 3: Demonstration of the implementation of EPC modality for energy efficiency initiatives in public buildings in different cities/municipalities.
- Component 4: Establishment and operationalization of a National Energy Management and Information (NEMIS) and a NEMIS Database.
UNDP is seeking for the knowledge champion in the field of Energy Management and Energy Monitoring who will lead the activities under the Component 4 of the Project.
Duties and Responsibilities
Under the supervision of the Project Manager, and under the guidance of Chief Technical Advisor on EMIS, the Energy Management and Monitoring Analyst will:
- Direct and coordinate the Project activities in the sphere of energy management and monitoring in public buildings;
- Liaison and coordination of strategic decisions with the Project’s Technical Advisor on EMIS.
- Coordinate, guide and manage on request from project manager individual contractors, experts and consultants in EMIS –related tasks;
- Support activities related to the implementation of the national database on energy resources consumption in public buildings of Ukraine;
- Analyze national legislation and propose directions of improvement based on best international practices and expertise;
- Provide advise on improving of National practices and procedures of appointment and support training of municipal energy managers in Ukrainian municipalities. Organize regular trainings and meetings with Energy managers to receive feedback and updates regarding their work;
- Provide inputs and advise on selection and conclusion of at least 20 energy audits in selected small and medium-sized cities in Ukraine;
- Promote activities regarding implementation of national energy management information system (NEMIS) in Ukraine, including activities of government agencies responsible for its operation and content;
- Promote networking with specialists, experts, NGOs and businesses for discussion and cooperation on promoting best practices related to development of EMIS on municipal and national levels;
- Maintain networking with different international donor organizations to advocate for cooperation and ensure coordination of activities related to energy monitoring and management;
- Study and presenting to various stakeholders lessons learned and know-hows based on international and national best practices.
- Play a leading role in the design of database on energy consumption in public buildings;
- Support efforts to ensure the connection of metering devices in public buildings to the national database;
- Actively contribute to monitoring and reporting of the Project activities, prepare informational materials related to EE for dissemination via various media channels.
- Undertake other duties that contribute to the effective implementation of the Project.
Institutional Arrangement
Under the supervision of the Project Manager and under the guidance of Chief Technical Advisor on EMIS, the Energy Management and Monitoring Analyst is fully responsible for implementation of Component 4 of the Removing Barriers to increase investment in Energy Efficiency in Public Buildings in Ukraine through the ESCO modality in Small and Medium Sized Cities project according to the project document, UNDP corporate rules and procedures and for fulfilling the following function.

Required Skills and Experience
Education:
- Master’s degree (or equivalent) in Economics, Management, Public Administration, Project Management, Law, Energy and Environment or other relevant field.
- Bachelor`s degree with 2 additional years of relevant experience can be accepted in lieu of Master’s degree.
Experience:
- Minimum 2 years (with Master`s degree) or 4 years (with Bachelor`s degree) of relevant work experience in management, project development in the area of environment, natural resources management, energy efficiency or other related area.
Required Languages:
- Fluent written and spoken English, Russian and Ukrainian.
Required skills:
- Working experience related to energy efficiency/energy and resources monitoring/ management;
- Familiarity with data science principles and data management tools, databases data visualization technologies;
- Knowledge of the political, social and environmental factors and issues related to energy development and climate change mitigation in Europe & CIS region;
- Experience of work with information systems in energy management.
Desired skills in addition to the competencies covered in the Competencies section:
- Proven report record and publications related to energy and environment is an advantage;
- Experience of design of information systems in energy management will be an asset;
- Experience of cooperation with international organizations will be an asset;
- Practical experience of partnership and networking with governmental and local authorities will be an asset;
- Proficiency in use of office software packages (MS Word, Excel, et.c) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems is an advantage;
