Background
The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).
In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric.
The war in Ukraine has resulted in significant loss of life; unprecedented displacement, internally and towards neighbouring countries; and devastating destruction of infrastructure. Currently, more than 50% of the energy infrastructure is damaged, causing a massive disruption of the energy supply nationwide, with millions of people experiencing power outages and challenges in heating. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible.
UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs.
UNDP will provide technical assistance on expert support to ensure the highest quality level of procurement process, finance, engineering and anti-corruption monitoring of the Project implementation.
In this context, UNDP Ukraine invites applications from highly qualified and experienced professionals for the post of Engineering Analyst who will provide technical support on various aspects of engineering and other technical issues related to the Project.
Duties and Responsibilities
The incumbent is expected to perform the following tasks:
I. Provide general Project support:
- Ensure implementation of respective activities of the Project and delivery of results responding to the needs and experiences of women and men in accordance with the project document, work plans and other joint agreements between the EIB and UNDP;
- Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities.
II. Coordinate and ensure effective engineering support, provide monitoring and reporting on progress:
- Provide technical assistance to client in terms of civil engineering requirements at the contracting, implementation, supervision, and monitoring stages;
- Monitor the quality of materials used, workmanship, and adherence to safety protocols throughout the construction phase;
- Review construction progress regularly and address any issues or deviations promptly;
- Identify any areas requiring corrective action or improvement and facilitate necessary modifications;
- Support responsible for technical supervision client specialists in planning the activities within client in line with project documents and UNDP’s programmatic priorities and goals and are in compliance with the national rules and regulations;
- Monitor and evaluate of construction projects implementation progress to gather current and reliable information about the progress of construction, enabling analysis and assessment of the overall situation at the construction site;
- Maintain detailed records of all construction activities, including photographs, drawings, and test results;
- Provide regular progress reports to the project stakeholders, highlighting any issues, deviations, or safety concerns;
- Monitor the implementation of construction and installation works in accordance with the work schedule, preparing necessary data for reporting to the EIB and client as required;
- Collaborate with technical supervision at client to ensure the presence of executive documentation at the facilities (quality certificates for materials used, work execution logs, etc.);
- Participate in biweekly meetings with UNDP and other stakeholders to discuss the progress of works, technical matters and the bottlenecks attributing delay in timely completion of the projects;
- Take measures to prevent and eliminate defects and make proposals on most efficient use of available resources;
- Contribute to preparation of necessary technical documentation, to assist in preparing monthly/annual progress reports to record on-going progress, variance and site issues if any;
- Provide support for efficient and effective delivery of the programme activities, perform any additional related tasks as requested by the Project Manager;
- Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise, promote a safe and enabling environment free of any kind of discrimination and abusive behaviour, and use the principles of gender-responsive communications in line with the UNDP corporate standards.
III. Contribute to knowledge management and information sharing:
- Identify and document the best practices and lessons learned in the areas of construction management and civil engineering directly linked to other supported projects on infrastructure recovery;
- Contribute to knowledge networks and experience-sharing, networking and other public events in the area of construction management and civil engineering in recovery projects;
- Participate in the training for the programme/project personnel for further professional growth through active learning.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
- Advance university degree (Master’s degree or equivalent) in Civil Engineering, Architecture, Public Management/Administration or other related fields is required.
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
- Minimum 2 years (with Master’s Degree) or 4 years (with Bachelor’s Degree) of relevant experience in designing and managing of civil engineering projects, and/or economic infrastructure, and/or urban development/renewal programmes, or other related areas.
- Sound knowledge of civil engineering and modern construction technology.
- H&S, Environment, understanding of any kind of possible impact of man-made threats on the sub-station and its surroundings.
- Experience and excellent knowledge of technical specifications and performance schedules of construction and installation works.
- Experience and knowledge of quality control procedures.
- Familiarity with national legislation, norms and standards related to construction works, including critical infrastructures.
- Excellent usage of computers and office software packages, including engineering design software.
- Experience in the field of engineering supervision with valid certification shall be considered an asset.
- Experience in civil engineering, with a focus on designing, monitoring civil engineering projects, and/or protective structures, and/or economic infrastructure, will be considered a significant advantage.
- Prior experience with the UN Agency, International Organization or in projects financed by international donors in the field of engineering and on other technical issues would be an advantage.
- Experience working with local partners at the national and municipal level in the international development context would be an advantage.
- Fluency in English is required.
- Fluency in Ukrainian is required for local staff.
