Background

In April 2024, UNDP launched a 5-years Green Energy Recovery Programme in Ukraine, which is an integrated initiative designed to diversify the country’s energy mix and address the impact of the war on its outdated energy systems. Developed through extensive consultations with the Government of Ukraine, local and regional authorities, the Programme aims to respond urgently to targeted attacks on the energy sector and support its green energy recovery.

The Programme supports the National Energy Strategy of Ukraine, contributing to energy security and independence, promoting a green recovery and transition of the energy sector, and facilitating further synchronization with the EU energy markets. This effort builds on UNDP’s engagement in energy system reconstruction and recovery, leveraging partnerships and lessons learned from the “Winterization Support to Ukraine” project.

Aligned with the UN Ukraine Transitional Framework 2023 and UN Winterization plans, UNDP is providing immediate support to national and local governments to repair energy infrastructure, ensuring critical services to war-affected populations. The Programme focuses on distributing generation sources, decentralizing the power system, and increasing the share of renewable energy sources to reduce reliance on coal generation and reduce CO2 emissions.

The Programme will enhance access to energy from decentralized renewable sources, foster economic empowerment, and improve public governance in the energy sector. These outputs will contribute to Ukraine’s nationally determined contributions (NDCs) towards the Paris Agreement, aimed at reducing global greenhouse gas emissions.

Sustainable energy solutions will be introduced through pilot projects, aligned with the UNDP nexus approach to risk reduction and resilience enhancement in war-affected communities. By boosting energy supply and decentralizing the energy system, the Programme aims to reduce reliance on humanitarian aid for essential services in these areas.

In this context, UNDP Ukraine is recruiting a highly qualified and experienced Ukrainian professional for the post of the Engineering Analyst (Water) to support the activities of the Green Energy Recovery Programme with a focus on energy security.

Duties and Responsibilities

Under the direct supervision of Programme Manager and in close collaboration with Programme Technical Specialist (Energy Security) and Engineering Specialist (Electricity/Gas, Technical Component Lead), Engineering Analyst (Water) will perform the following:

Engineering support towards water supply, sewage and other energy infrastructure restoration

  • Conduct the status/needs assessment on damaged water supply, sewage and other energy infrastructure and provide technical advice to identify suitable recovery/restoration plan and strategies. 
  • Review and analyze the information/data on the context and baseline situation of the targeted water supply, sewage and other energy infrastructure. 
  • Determine priorities for the areas of water supply, sewage and other energy infrastructure restoration in consultation with relevant actors. 
  • Identify any institutional capacities, policy and legislation that may affect restoration of energy supply and promotion of energy security. 
  • Identify possible solutions to expected constraints and risks related to restoration of the target energy infrastructure. 
  • Provide technical inputs for water supply, sewage and other energy infrastructure recovery plans/strategies.

Stakeholder engagement and supplier coordination

  • Provide technical support on reviewing and certification of available energy project based on the design calculations and drawings, including BoQs and specifications of the equipment. 
  • Develop or review scope of work (SOW), drawings, bill of quantities (BoQ), technical specifications, and other required procurement packages for water supply, sewage and other energy infrastructure restoration to be undertaken. 
  • Analyse functionality of water supply and sewage systems and specification of the materials proposed. 
  • Support procurement process of energy infrastructure by providing technical inputs, clarifying the Bidder’s queries of technical nature. 
  • Serve as part of the technical evaluation panel and provide complete assessment (qualification, technical and financial analysis) of the received offers. 
  • Provide input in addressing UNDP’s Contract Review Committee’s questions related to submitted bids if required. 
  • Review and validate the manufacturing/supply schedule proposed by the contractor. 
  • Identify and assess the risks related to procurement of energy infrastructure equipment and propose a risk mitigating strategy and measures. 
  • Support the Project in conducting market research to identify potential suppliers and technologies.
  • Prepare necessary documents, including Terms of References (ToRs) and Bills of Quantities (BoQs), for UNDP’s procurement procedures, ensuring compliance with UNDP’s procurement policies and procedures.
  • Monitor the manufacturing, shipping, and installation of equipment with a focus on water supply and sewage to ensure compliance with project timelines and technical specifications.
  • Coordinate with relevant counterparts to oversee the installation of equipment, ensuring timely and efficient execution.
  • Consult with stakeholders and communicate on behalf of the project, ensuring clear and consistent information flow.
  • Facilitate stakeholder engagement and ensure their active participation and buy-in for project activities.

 Knowledge management/ Reporting and Capacity building

  • Identify and document best practices and lessons learned in the areas of water supply and sewage infrastructure development.
  • Contribute to knowledge networks and experience-sharing, networking, and other public events in the area of energy security.
  • Participate in training for Programme/Project personnel to support further professional growth through active learning. 
  • Contribute to the Programme/ Project work plans.
  • Contribute to the Programme/ Project regular reporting on progress for different stakeholders, including donors. 
  • Keep tracking the financial resources allocated to water supply, sewage and other energy infrastructure restoration activities.

Required Skills and Experience

          Education: 

  • Advanced university degree (Master’s degree or equivalent) in the field of Mechanical Engineering, Water Supply, Energy Systems or other closely related fields; or
  • A first university degree (Bachelor’s degree) with a combination of additional two years of qualifying relevant experience will be given due consideration in lieu of Master’s degree. 

    Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressively responsible experience in engineering, energy systems, infrastructure development, or a related area.
  • Proven track record in effective project planning and implementation in the areas of Energy sector recovery and rehabilitation, Energy efficiency, Environment protection shall be considered a big asset.
  • Experience in working with Government, international financial institutions,  other development partners, including EU, shall be an asset.
  • Familiarity with national legislation, norms, and standards related to energy infrastructure, including water supply and sewage, and safety regulations is desirable.
  • Experience of working with municipalities and/or local and central authorities in recovery or energy rehabilitation projects/activities, as well as with economic development issues at the national and sub-national levels is an advantage.

          Required Skills :

  • Skills in the development of technical documentation, including technical specifications and performance schedules of energy systems, including water supply and sewage, and related infrastructure projects.
  • Knowledge of procedures for quality control procedures.

     Desired Skills :
       

  • Proven ability to draft, edit and produce written proposals, advisory documents, analytical documents and results-focused reports; 
  • Experience in the use of computers and office software packages, including engineering software

           Language Requirements:

  • Fluency in Ukrainian and English is required.
