Environmental Compliance Specialist
The USAID Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context.
Position description:
The Environmental Compliance Specialist will design, implement, and manage the USAID Harvest Activity’s environmental monitoring system for subrecipients, ensuring compliance with 22 Code of Federal Regulations (CFR) 216 USAID Environmental Procedures requirements, approved Initial Environmental Examination (IEE) recommendations, USAID-approved PERSUAP and Ukraine’s environmental laws and regulations.
Responsibilities:

Designing, implementing, and managing Harvest’s environmental monitoring system to put in place safeguards to eliminate the potential for adverse environmental impact of the Harvest activities, including construction activities.

Conducting environmental assessments per an environmental compliance checklist and Harvest IEE.

Completion and submission of appropriate environmental review documentation including Environmental Review Checklists (ERCs) and Environmental Mitigation and Monitoring Plans (EMMPs) for all Harvest activities including grants and construction activities where required in compliance with USAID and Ukrainian environmental standards and requirements as well as receiving and responding to USAID’s questions, edits, etc. to those documents.

Liaising with USAID staff to understand their expectations of Harvest’s environmental compliance requirements and to ensure their fulfillment.

In coordination with Senior Environmental Compliance Manager, working with the Harvest technical and Strategic Investment Fund (SIF) teams to prepare and implement required environmental compliance monitoring for each planned Harvest activity including grants and construction activities.

Training and advising Harvest staff as necessary to ensure adequate knowledge of environmental standards, procedures and documentation and their proper preparation and use.

Reviewing Harvest’s recipient organizations’ reports to ensure they comply with the requirements defined in their ERC/EMMPs including implementation of all recommended mitigation measures and providing the subrecipient with appropriate training and tools.

Prepare sections of reports, plans, success stories and similar documents as requested.

Participate in regular activity Collaboration, Learning and Adapting (CLA) discussions.

Comply with Chemonics’ standards of business conduct.

Perform other appropriate tasks as requested.
Qualifications

University degree in natural resources management, environmental protection, biology or related field required; advanced degree preferred.

At least four years of relevant professional experience

Work experience in USAID or other international donor-funded technical assistance projects, with previous professional experience completing USAID ERCs/EMMPs, or similar environmental compliance documents used by international donors

Experience working with subrecipients – either USAID or other international donors on environmental compliance issues including monitoring activity implementation as well as building capacity of subrecipients to carry out activities compliant with USAID environmental rules and regulations

Good knowledge of USAID environmental regulations required

Good knowledge of Ukrainian environmental laws and regulations

Fluency in Ukrainian required and proficiency in English is preferred with excellent oral and written communication skills

Experience implementing donor-funded programming preferred

Demonstrated leadership, versatility, and integrity
Supervision and Reporting
The Environmental Compliance Specialist reports to and is supervised directly by the Strategic Investment Fund Director.
Job Location
This position is based in Kyiv, Ukraine.
