CARE INTERNATIONAL

CARE focuses heavily on women and girls, and the areas of gender equality, diversity, and inclusion are at the center of our work because we know that we cannot overcome poverty and social injustice until all people have equal rights and opportunities. We recognize that power relations between people and within systems and structures are unequal and that these are entrenched in our broader systems, structures, and institutions.

At the core of the CI Confederation is a globally distributed Secretariat, which provides coordination and support to its members in areas including governance, strategic planning, communications, membership development and accountability, advocacy, humanitarian response, and program development. In addition, the Secretariat represents the CI Confederation at the United Nations and the European Union, and with other external stakeholders.

CONTEXT IN UKRAINE 

On 24th February 2022, the invasion of Ukraine marked a significant escalation to the conflict that started in 2014. It continues to profoundly impact the lives of people across the country at various levels. The front line is continuously shifting and there are areas under Russian military control, as well as cities under siege. Attacks on military installations and critical civilian infrastructures are conducted in the whole territory of Ukraine, often resulting in collateral civilian casualties. The conflict has caused the largest population movement in Europe since World War II, with over 5 million currently displaced within Ukraine and 6 million refugees across Europe. OCHA (Office for the Coordination of Humanitarian Affairs) had counted 17.6 million people in need of humanitarian assistance.

At least one-third of the country’s energy infrastructure is damaged, leaving millions without heating and access to water. In October 2022, the Russian Federation claimed to have annexed four Ukrainian oblasts, further increasing the challenge of access to these areas. Therefore, an ongoing priority for the international humanitarian response is to reach newly accessible areas in the East and South, and to provide aid to previously unreachable and particularly hard-hit areas of Ukraine.

CARE UKRAINE

CARE prioritizes a locally led response and is partnering primarily with Civil-Society Organizations (CSOs), National NGOs (Non-Government Organization), local authorities, and when needed, INGOs (International Non-Governmental Organizations) with a longstanding presence in the country and access to hard-to-reach areas. CARE Ukraine deliberately and strategically prioritizes partnerships with local and national Women Led and Women Rights organizations (WLO’s/ WRO’s), further strengthening the Gender in Emergencies (GiE) principle and the Women Lead in Emergencies (WLiE) approach.

In the first few weeks after the escalation of the war, virtually all humanitarian aid inside Ukraine was organized and implemented by local actors. These groups (together with local authorities) remain the principal aid providers but are quickly being exhausted of funds, fuel, and physical energy. Thereby, a considerable proportion of CARE’s resources is dedicated to strengthening and supporting the capacities of local partners.

As of October 2023, CARE Ukraine has established partnerships with over twenty local/national organizations (incl. WLO’s/WRO’s). From the more than 45 million that have been raised for Ukraine thus far, more than half is allocated to local/national partners. Through the activities that have been implemented so far, CARE Ukraine has been able to reach more than 800,000 people, including IDPs and affected populations in hard-to-reach areas.

While CARE Ukraine’s country office is currently located in Lviv, we also have a coordination office in Kyiv as well as area offices in Dnipro and Odesa, covering both the East and South of the country. 

General objectives of the role:

Under the direction of the Area Support Services Coordinator, the Human Resource Officer will provide support for the implementation of all human resources and admin policies and procedures and ensure the smooth running of human resources operations in the East Area Office.

The main responsibilities include:

Area Office Recruitment

  • Ensure understanding of recruitment guidelines for CARE Ukraine Country Office. 
  • Responsible for the recruitment of Assistant, Officer, and Coordinator role in the area office. 
  • Advertise the vacant positions on the approved website, upon receipt of the approved RAF and updated job description.
  • Ensure the format for the job description is used by the Hiring Manager.
  • Download the CVs a day after the deadline of the job vacancy. 
  • Support Hiring Manager with long-listing of candidates, with the criteria provided by the Hiring Manager. 
  • Arrange written tests and interview schedule and sit as HR panel in the interview. 
  • Conduct reference check for successful candidates and update the result accordingly to the Hiring Manager.
  • Provide the complete documentation to the HR Manager for the job offer. 
  • Support with the recruitment of consultants/service contracts as required. 
  • Update the dashboard for the relevant area offices accordingly.

 Area Office Induction & Onboarding 

  • Support with the onboarding of the newly recruited staff. 
  • Coordinate with the Area Office Logs Team to ensure that the workstation and the necessary equipment ready for the newly recruited staff. 
  • Organize the induction for the area office staff.
  • Support following up with the Head of Department to ensure they dedicate time to provide induction for the newly recruited staff. 
  • Coordinate with Safeguarding & GEDI Coordinator to ensure all newly recruited staff participates in the individual session for the safeguarding induction in the area office.
  • Ensure that CARE Ukraine’s policies are communicated effectively to all employees and provide guidance on policy interpretation when needed.

 Personnel, Reporting and Contract Management  

  • Maintain all personnel correspondence relevant to HR/Admin and staff.
  • Ensure the HR database in the area office is updated (including updating staff contact list accordingly) 
  • Ensure flow of information from the HR country team to HR field takes place smoothly
  • Support with tracking of Annual Leave, WFH for the staff in the area office, by ensuring the staff reflects this in personio and staff movement tracker. Send reminders accordingly.
  • Ensure that managers are informed and updated on the expiry dates of national staff’s contracts and follow up as required. 
  • Ensure the staff who leave CARE complete their clearance form and arrange the exit interviews with the Country HR Team.  

Performance Management

  • Develop tracking system of all staff’s employment contract and remind managers for staff’s ending of probationary period for termination/confirmation. Follow up probation periods of staff and timely confirmation/non-confirmation within stipulated period. Ensure the probation form is completed and signed and uploaded in personio and inform the Country HR Coordinator/Personio & HRM accordingly. 
  • Coordinate with HR Manager to implement Performance Management system and ensure PM cycle (performance objectives, probation and review) is followed properly.
  • Ensure that all staff submit the approved objectives and reviews on a timely basis. Remind Line Managers to submit their team’s performance objectives and reviews. 
  • Conduct sessions on performance management and annual appraisals to update employees on the progress. 
  • Ensure the training attendance for staff in the area office is updated, monitor the training needs of Area office team members and address them accordingly to HRM and   Knowledge, Capacity and Development Manager.  

Partnership Support: 

  • As member of Participatory Organization Assessment Tool team (POAT team), participate in conducting Assessment for newly identified partner and review the due diligence for HR sections.
  • Providing HR trainings and support to the partners staff, as assigned by the Line Manager.

 Others tasks: 

  • Support with tracking of the overtime and extra hours worked for national staff in the area office.
  • In liaison with HR & Administration Officer – Country Office, support the temporary residence permit and registration of international staff in their own Area Office.   
  • Support the HRM in improving workplace health and wellbeing in the workplace. This includes organizing relevant activities to improve well-being of staff in the area office and be an active member of well-being committee.
  • Contribute in fostering a positive work culture by organizing employee engagement activities, promoting teamwork, recognizing employee achievements, and addressing any concerns raised by employees
  • Conduct briefings on HR policies and procedures to area office staff, as assigned by the Line Manager & HRM. 
  • Provide updates on the progress on the HR issues that require follow ups to the HR Manager. 
  • Provide support for translations of documents as required.
  • Ensure high confidentiality is maintained in the work performed. 
  • Perform other duties as assigned by the Line Manager.  

Essential criteria:

  • Bachelor’s degree in human resource management or equivalent experience in human resources and administration minimum 3 years, including 1 year in non-profit/humanitarian sector.
  • Understanding of national labor laws and other statutory requirements in Ukraine.
  • Good negotiation skills and possess ability for handling disputes/conflict.
  • Possesses excellent oral/writing communication skills in English and Ukrainian
  • Ability to work in a stressful environment and able to prioritize high workload with multiple tasks in fast-paced environment with tight deadlines.
  • Proficiency in relevant computer applications – Microsoft Outlook, Word, Excel, Google, Teams/Sharepoint a plus
  • Ability to work as part of a team and culturally sensitive and able to work in multi-cultural team.
  • Results/action-orientation; organizational management skills
  • Ability to prioritize work, multitask, meet deadlines and work calmly under pressures.
  • Unquestionable personal code of ethics, integrity, diversity and trust
  • Detail-oriented, organized, and self-starting.
