Deloitte is seeking qualified candidates to serve as Cyber Security Architect in support of the USAID Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.
Project Description
The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Cyber Security Architect will provide subject matter expertise on cyber risk and business resilience to the project. This individual will also support other technical areas and advisers, as needed.
Responsibilities
The Cyber Security Architect will be responsible for the design of cybersecurity architecture, evaluation of the major cybersecurity threats and risks, advising the project on the cybersecurity solutions to address the identified risks.
Key Responsibilities include:
- Draft cybersecurity policies and procedures according to industry standards and best practices;
- Conduct research in the area of cyber risk, cybersecurity and IT governance, and business resilience.
- Analyze architecture of the complex distributed systems and suggest improvements of cybersecurity protection and identify potential weaknesses and vulnerabilities.
- Contribute to the secure software development process by providing ad-hoc advisory services to the development team.
- Contribute to cybersecurity awareness-building initiatives and promotion of cybersecurity culture among stakeholders and beneficiaries of the project.
- Support project leadership with any other ad hoc administrative/operations tasks related to cybersecurity thought leadership and knowledge sharing.
Requirements:
- Bachelor’s degree (or higher)
- 5+ years of experience in cyber risk / cyber security / IT audit area.
- Deep understanding of international standards and frameworks for cybersecurity / IT governance / internal controls.
- Work experience in the following areas will be a plus: critical infrastructure / OT protection, banking industry, or large IT/telco provider.
- Fluency in English, Russian, and Ukrainian
- Ability to take the initiative, function independently, and navigate ambiguity
- Highly professional, with good discretion and judgment
- Resourceful and pragmatic problem solver
- Ability to work outside of standard business hours, on an as-needed/required basis
