Momentum Wheels for Humanity (MWH) seeks a Finance and Administration Officer in Lviv to provide finance and administrative support for MWH’s portfolio of projects in Ukraine, inclusive of emergency response programs designed to strengthen capacity for the provision of rehabilitation services relevant to the current conflict. The Finance and Administration Officer will support the Finance and Administration Manager to carry out all aspects of financial management and control, as well as general administration duties for the Ukraine country office. Responsibilities include preparing and processing accounting transactions; supporting documentation review; cash management; supporting the preparation of monthly funding requests, reconciliations, and financial reports; human resource file management; and other day-to-day financial and administrative tasks. Only candidates with work authorization in Ukraine will be considered; relocation benefits will not be provided.

Expected Duties and Responsibilities
Reporting to MWH’s Ukraine Finance and Administration Manager, the Finance and Administration Officer will have the following responsibilities:
Financial Functions
- Provide finance and accounting support for MWH activities in Ukraine under the guidance of the Ukraine Finance and Administration Manager
- Review and remit payment requests, ensure proper authorization of all disbursals
- Review procurement documentation prior to payment and confirm that all supporting documents are included depending on the procurement threshold
- Review accounting documents, bank statements, invoices, and agreements to ensure accuracy and compliance with MWH procedures and in-country regulations
- Ensure that cash and bank transactions are updated on a daily basis, and accounting is in line with donor and MWH accounting requirements
- Enter information for bank and cash transactions in QuickBooks, ensuring that all information is accurate and up to date
- Maintain financial ledger and records in the online accounting system
- Ensure compliance with local law, MWH, donor rules, and regulations with respect to financial transaction accounting, recording, and document retention
- Support preparation of monthly financial reports and reconciliation for all projects in-country
- Monitor and report any outstanding operations and cash advances to the Finance and Administrative Manager
- Administer payment processing via an online banking system
- Perform cash-count checks as per request and authorized cash disbursements
- Support in preparation of VAT report and other necessary finance reporting
- Prepare fund requests for all MWH projects in Ukraine
- Perform monthly scanning and filing of all supporting financial documentation
Administrative Functions
- Support administration of human resources, including but not limited to, developing a human resource filing framework, maintaining personnel files, and payroll calculations, and assisting with recruitment
- Work with Finance and Administrative Manager on developing, refining, and instituting country- and project-specific financial, operational, procurement, fraud prevention, and human resources policies for Ukraine as needed
- Cooperate with Finance and Administrative Manager and operations and procurement team on contracts management for office lease and other administrative needs
- Maintain filing system for accounting and HR-related documents, maintain personal files, and assist with primary documents filing
- Perform other tasks assigned by the Finance and Administrative Manager
Minimum Qualifications
- Bachelor’s degree in the relevant field, including finance, accounting, business administration, management, audit, or another related field
- At least three years of project-based finance experience, preferably within the Ukrainian non-profit sector
- Prior experience working with national and/or international NGOs and/or multilateral organizations in an accounting and financial support capacity
- Experience with a full cycle of finance and accounting management and preparation of complete and accurate balance sheets and accounting reports
- Experience with filing and storing documentation, banking, cash management, and payment processing
- Conversant with financial and accounting terminology
- Ability to work well independently and with a team
- Excellent interpersonal, written, and verbal communication skills
- Detail-oriented with good organization and prioritization skills
- Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge of finance software (preferably QuickBooks)
- Written and spoken fluency in Ukrainian
- Excellent written and spoken communication skills in English
Preferred Qualifications
- Master’s degree in a relevant field
- Experience with USAID or other US government-funded programs
- Experience with procurement review and contract drafting
- Experience with HR management
