Фахівець(-чиня) із закупівель до SavED/Procurement specialist at SavED

Міжнародний благодійний фонд savED (надалі – фонд) – це українська благодійна організація, створена в липні 2022 року для реагування на нагальні потреби освітньої галузі, яка серйозно постраждала від російської агресії. savED була однією з перших українських організацій, яка безпосередньо взаємодіяла з постраждалими від війни та нещодавно звільненими громадами (в першу чергу, Київської та Чернігівської областей) для проведення оцінки потреб в освітньому секторі та підготовки приблизних обчислень збитків, завданих українським закладам освіти (школам, дитячим садочкам, закладам професійної та вищої освіти).

Фонд оголошує конкурс  пропозицій на заміщення посади Фахівець із закупівель для проєкту “Стійка освіта в умовах війни” (надалі – проєкт). Даний проєкт реалізується за фінансової підтримки KNH (надалі – донор).

Зацікавлених кандидатів просимо відправляти свої пропозиції на електронну адресу [email protected] з темою листа “Фахівець із закупівель_Стійка освіта в умовах війни”. Пропозиція має включати резюме кандидата. 

Пропозиції будуть прийматись до 19 лютого 2024 року, до 12:00 (Київський час). Тільки відібрані кандидати отримають повідомлення в рамках даного оголошення.

Опис проєкту:

Проєкт покликаний забезпечити дітей Миколаївщини доступом до освіти. У межах проєкту будуть облаштовані укриття в школі 42 в Миколаєві та укриття в садочку в Баштанці. В освітніх центрах  в укриттях діятиме додаткова програма з тьюторами для учнів цих закладів. Також у межах проєкту для підтримки сталості освіти буде реалізована програма психо-емоційної підтримки для освітян. 

Тривалість проєкту: 5 місяців

Передбачений гонорар: 35 946 грн в місяць. 

Зайнятість: часткова 

Основні обов’язки:

• Укладати рамкові угоди (за необхідності) з постачальниками товарів і послуг у відповідності до політик фонду та Грантодавця;
• Координувати та стежити за реалізацією всіх логістичних вимог відповідно до таймлайну;
• Регулярно переглядати матеріально-технічні вимоги і забезпечувати виконання робіт найбільш ефективним і економічно вигідним способом;
• Надавати підтримку та тісно співпрацювати з координатором проекту в розробці плану закупівель, обслуговуванні активів;
• Переконатися, що постачальники відповідною мовою отримують інформацію про політику захисту дітей savED та Грантодавця, підтверджують її прийняття;
• Тісно співпрацювати із бухгалтером проекту, щоб переконатися, що всі фінансові документи належним чином оброблені, за звіти підготовлені належним чином;
• Проводити вибіркові перевірки на місцях, переглядати та вживати заходів, якщо необхідно;

• Інші обов’язки за потреби;

Забезпечити високу якість роботи, що відповідає стандартам якості savED та  Грантодавця;

1. Кваліфікаційні вимоги до характеристик учасників тендеру:

До участі у тендері запрошуються юридичні особи та фізичні особи/фізичні особи – підприємці усіх форм власності, які відповідають наведеним кваліфікаційним вимогам:

•         Відповідна кваліфікація:
•         Освіта вища, рівень магістр або бакалавр. 
•         Знання англійської мови рівень А2-B2.
•           Досвід роботи у сфері закупівель та ремонтних робіт.

Пропозиції повинні супроводжуватись повним пакетом документів, які підтверджують правовий статус надавача послуг:

– фізична особа – підприємець (ФОП) – копії свідоцтва про державну реєстрацію (для зареєстрованих до 07.05.2011 року, якщо їм не було видано Виписку) або Виписка з Єдиного державного реєстру юридичних осіб та фізичних осіб-підприємців.

– юридична особа – копії свідоцтва про державну реєстрацію (для зареєстрованих до 07.05.2011 року, якщо їм не було видано Виписку) або Виписка з Єдиного державного реєстру юридичних осіб та фізичних осіб-підприємців, копія Статуту.

International Charitable Fund savED is a Ukrainian charitable organization, incorporated in July 2022 to respond to urgent needs of the educational sector seriously affected by russian aggression. savED was one of the first Ukrainian organizations engaged in direct interaction with war-affected and recently liberated communities (in Kyiv and Chernihiv regions) to conduct a needs assessment in the educational sector and prepare estimated calculations of the infrastructural damage to Ukrainian preschools, schools and VET institutions.

To ensure continuity and resilience of Ukrainian education in times of war, ICF savED settles and launches Digital Learning Centers (DLCs) – the fast response to restore children’s access to quality education in areas where face-to-face education is limited or absent.

ICF savED (the Fund) is seeking qualified candidates for the Specialist on Rehabilitation and Procurement position for the project “Resilient education in times of war“ (the project). The project is implemented under the financial support of the KNH (the donor).

Project Background:

The project is designed to ensure access to education for the children of the Mykolaiv region. As part of the project, there will be limited shelters at school 44 in Mykolaiv and shelters at a kindergarten in Bashtanka. In educational centers in shelters, an additional program with student tutors for these institutions will operate. Also, within the framework of the project to support the sustainability of education, a program of psycho-emotional support for education will be implemented.

Position Overview:

The Accountant will be responsible for accounting, suppliers processing, taxation within the project, working with suppliers and contractors. The accountant will help prepare financial reports for the donor to ensure that all financial obligations are met in accordance with the laws and regulations of Ukraine.

The accountant will be accountable and under the control of the Project Manager

Duration of the project: 5 months

Estimated fee: UAH 35,946 per month.

Employment: partial

As a result of the project, the selected supplier must provide:

• Conclude framework agreements (if necessary) with suppliers of goods and services in accordance with the policies of the Foundation and the Grantor;
• Coordinate and monitor the implementation of all logistical requirements in accordance with the timeline;
• Regularly review material and technical requirements and ensure that work is performed in the most efficient and cost-effective manner;
• Provide support and work closely with the project coordinator in developing the procurement plan, asset maintenance;
• Ensure that suppliers receive information about savED’s and the Grantor’s child protection policies in the appropriate language and acknowledge their acceptance;
• Work closely with the project accountant to ensure that all financial documents are properly processed and reports are prepared properly;
• Conduct random on-site inspections, review and take action as necessary;
• Other duties as required;

Ensure high quality work that meets savED and Grantor quality standards;

1. Qualification requirements for the characteristics of tenderers:

Legal entities and individuals/individual entrepreneurs of all forms of ownership who meet the above qualification requirements are invited to participate in the tender:

- Relevant qualifications:

- Higher education, master’s or bachelor’s degree.

- English language skills: A2-B2.

- Experience in procurement and maintenance.

Proposals must be accompanied by a complete package of documents confirming the legal status of the service provider:

– individual entrepreneur – copies of the certificate of state registration (for those registered before 07.05.2011, if they were not issued an extract) or an extract from the Unified State Register of Legal Entities and Individual Entrepreneurs.
