Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities is seeking a qualified and experienced Finance/Grants Officer for the five-year USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in newly consolidated communities to effectively manage resources and services that respond to community priorities and improve citizen engagement and oversight in local governance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Finance/Grants Officer will be responsible for accounting and administrative support related to incentive grants and subcontracts, and payment processes related to incentive grants and other program activities.

RESPONSIBILITIES:

  • Provide support to effective and efficient monitoring of incentive grants, data management and analysis;
  • Assistance in analysis and control of cost-share incentive grants (contribution-in-kind agreements – CIK) provided by DOBRE partner communities;
  • Assistance in management and analysis of data by compiling and presenting data received from field Program Officers;
  • Regular monitoring and updating CIK database (CIK log);
  • Work closely with  DOBRE Regional Administration and Finance Managers, Program Officers and Kyiv Finance Team to ensure correctness of information provided in CIK log;
  • Work to enhance and improve CIK management processes and increase efficiency;
  • Assist Grants Manager in reviewing and analyzing expenditure reports of partner organizations and providing instructions for eventual changes;
  • Assist in reviewing financial documentation and supporting documents  including Payment Vouchers, Petty Cash Vouchers, Journal Vouchers, EFT Vouchers and Payroll Vouchers at all Global Communities offices in Ukraine;
  • Carrying out regular Payment Voucher review, check of supporting procurement documentation;
  • Assist in other administrative tasks related to compliance, generating grant documents, and submitting/obtaining grant agreements;
  • Other duties as assigned by the supervisor/s.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Proven ability to effectively use Microsoft Excel (advances skills) and Microsoft Access word processing, and position-specific software.
  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills as necessary to work effectively with persons at all levels.
  • Excellent self-organization skills.
  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
  • Ability to work effectively in a team environment.
  • Ability to perform and complete a variety of complex and detail-oriented duties in a deadline driven, fast paced environment.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.

EDUCATION and/or EXPERIENCE 

  • Bachelor’s degree in finance, accounting, or related field.
  • Minimum of five years of related experience in administration, accounting, or grants management.
  • Experience in project administration tasks, including filing and budgeting.
  • Proven ability to effectively use Microsoft Excel (advances skills) and Microsoft Access word processing, and position-specific software.
  • Prior exposure to or experience on USAID-funded programs or audit firms is preferable.

LANGUAGE SKILLS  

Must have working-level English, both written and oral, and fluency in Ukrainian and/or Russian. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.  

 

WORKING CONDITIONS 

Able to sit at a computer and operate a keyboard, for extended periods of time.

Must be able and willing to frequently travel domestically to regional offices and program
