Diakonie Katastrophenhilfe (DKH) is a German non-government organization (NGO) that renders humanitarian aid in 31 countries with 13 offices across the world. DKH supports people who are affected by crisis related to natural hazards, war, and displacement and focuses on locally-led responses by working in collaboration with a global network of partner organizations. Fostering localized humanitarian action and a long-term equal partnership approach lies at the very core of our work.

Continuously striving to facilitate mutual learning and capacity exchange, DKH aims to identify innovative and customized programmatic approaches and cooperation models. The organization actively seeks to shift power to local partners and communities through the transfer of decision-making opportunities to directly address their own priorities. DKH is part of the Protestant Agency for Diakonie and Development (EWDE) based in Berlin, Germany.—this statement is the most crucial as it not only outlines the unit/ department where the position is situated and how its objectives and deliverables align with the organization’s mission, but also provides a concise overview of the job’s role in contributing to and supporting that mission, referencing the expected grade level and key attributes of the employee needed for successful execution of responsibilities.

DKH Ukraine Country Office has been established towards the middle of 2023. Currently DKH Ukraine has seven partner organizations (PO) in Ukraine and seven PO in neighboring countries. While DKH Ukraine is not planning to direct implement humanitarian projects, it wants to ensure that the partner organisations in Ukraine and the neighboring countries have the administrative and technical capacities to implement their projects and programs according to highest quality standards possible. DKH wants to ensure that the humanitarian response in Ukraine and the neighboring countries is meeting expectations in all relevant aspects, that DKH can fully rely on the partner organizations, and an added value becomes visible through the own presence on the ground. 

DKH`s Ukraine working fields are Basic Needs, Shelter, Winterization, Protection/MHPSS, Livelihood, Humanitarian Demining

 Position Objective

The Capacity Building Officer will be responsible for designing, implementing, and evaluating capacity building initiatives to enhance the effectiveness and sustainability of our programs and projects. This role involves working closely with staff, partners, and community stakeholders to identify needs, develop tailored training plans, and deliver high-quality capacity building activities.

 DUTIES & RESPONSABILITIES

 PURPOSE

  • Construct a learning plan (incl. trainings, workshops, seminars, knowledge exchange best practices, lessons learned, ect.) to strengthen the organizational capacity of partner organizations. 
  • Revise/update capacity assessment tools for conducting organizational capacity assessment of the partner`s organizations using the tools.
  • Build & manage the DKH Ukraine office knowledge management framework & necessary system(s) and strengthen capacities within the DKH Ukraine team for creation, storage & use of knowledge products.

 ENGAGEMENT 

  • Maintain relations with a range of local partners and work with the key actors to identify technical and organizational development needs
  • In coordination with the program team regularly meet with partners to get feedback on capacity and organizational development and based on this, design, revise and implement a capacity building and organizational development strategy tailored to different partners
  • Build and maintain partnerships with external organizations, training providers, and subject matter experts to expand access to capacity building resources and expertise.
  • Communicate with program unit to ensure capacity building plans link with program strategies at all levels
  • Consolidate all learning materials to ensure documentation and sharing of case studies and best practices with partners
  • In strong collaboration with MEAL Expert establish systems for monitoring and evaluating the impact of capacity building interventions.
  • Collaborate with HR officer in determining staff needs to identify gaps, develop improvement plans and coordinate trainings

 DELIVERY 

  • Organize and deliver capacity building activities and training sessions to enhance the skills and knowledge of partners organizations in humanitarian sphere.
  • Conduct assessments to identify capacity gaps and resource needs among partner organizations operating in the fields.
  • Provide individual partnership accompaniment based on institutional & programmatic capacity strengthening needs for developing improvement plans for partner organizations.
  • Provide expert advice on capacity building initiatives for the development of capacity building strategies for partners.
  • Support in know-how transfer and collaboration around emerging approaches e.g. Nexus programming, FSL, cash and voucher assistance (CVA), etc. to strengthen the knowledge of partner organizations in relevant areas
  • Provide technical input to concept note and proposal development on capacity strengthening and learning issues. 
  • Collect data, analyze results, and provide regular reports to track progress, to inform decision-making and improve program effectiveness.
  • Promote best practices and facilitate peer learning opportunities to strengthen the capacity of partner organizations to share resources effectively
  • Raise awareness of partner organizations about the benefits of coordinated action and networking opportunities for encourage participation in capacity building and resource-sharing initiatives and mutual support.

SUSTANTIVE KNOWLEDGE

Level Skilled: Full knowledge of substantive functions, across all operational settings. 

  • Familiarity with the core humanitarian principles of humanity, impartiality, neutrality, and independence, as well as international humanitarian law and standards such as the Sphere Handbook and the Core Humanitarian Standard
  • Understanding the theories, models, and best practices related to capacity building within specific context or sector.
  • Knowledge of organizational structures, processes, and dynamics, as well as strategies for fostering organizational learning and development.
  • Expertise in designing, delivering, and evaluating training programs aimed at enhancing the skills and capacities of individuals and organizations.
  • Competence in project planning, implementation, monitoring, and evaluation, including familiarity with tools and methodologies for effective project management.
  • Ability to collect, analyze, and interpret data related to capacity building efforts, and to communicate findings effectively through reports and presentations.
  • High ethical standards, commitment to the values of the Humanitarian sector and DKH Ukraine.

 TARGETED SPEZIALIZED KNOWLEDGE

  • Bachelor’s degree in International relations, Social sciences, Management and administration, Pedagogy or a related field. Master’s degree preferred.
  • Experience in capacity building, training, or related fields, within the context of NGOs.
  • English-upper intermediate level
