ABOUT US

In 2014, Danish Refugee Council/Danish Demining Group (DRC/DDG) returned to Ukraine in order to assist those persons who are internally displaced (IDPs) or affected by the conflict in Donbas and implements activities in eastern Ukraine with a head office in Kyiv. DDG is the specialist unit within DRC that is dedicated to humanitarian mine action. DDG established mine action programmes in Ukraine in 2014 and has since been expanding the scale and scope of its intervention to include mine risk education, non-technical survey, manual demining and training/support for national actors. In terms of national actors, DDG has been working to support the State Emergency Services (SES) of Ukraine, in order to tackle the issue of explosive hazard contamination, via the provision of equipment and training.

ABOUT THE JOB

DDG is now looking to further its engagement with SES via a new project that specifically aims to support the SES’s engagement in comprehensive humanitarian demining. The Project Support Officer will be responsible to provide maximum support for the successful delivery of this project.  The Project Support Officer reports directly to the DDG Head of Programme. This position requires frequent travel to Slovyansk/Lysychansk and Kyiv.

Overall purpose of the role

The Project Support Officer will directly support the implementation of all DRC-DDG mine action projects through a variety of different channels encompassing programme, operations, liaison, and support to the team.

Main responsibilities

Programming & Operations

  • Closely follow and be familiar with all projects under implementation and their progress against target indicators, keeping the DDG HoP informed;
  • Assist with formalization and development of project tools and training modules when required;
  • Draft monthly, quarterly and annual donor reports;
  • Researching and drafting concept notes and proposals for further donor engagement;
  • Build knowledge and familiarity with mine action operations;

    Coordination and representation

  • Close communication and liaison with the project counterparts (e.g. SES) through the establishment of formal project steering structures;
  • Input to coordination and planning of project activities;
  • Representation of DRC-DDG and active participation in sectoral and relevant sub sectors/working groups;
  • Assisting the DDG HoP with representation and donor liaison when required;
  • Expanding and updating contacts list of key stakeholders within the humanitarian mine action sector in Ukraine;
  • Assistance with DRC/DDG communications efforts, when required;

    Logistics/Finance/HR

  • Assisting with budgeting and forecasting of expenditures under the project;
  • Participation in identification and recruitment of suitable project team members;
  • Management of budget lines as delegated by the DDG HoP Ukraine;
  • Close coordination with Logistics and Procurement concerning the initiation, identification, and purchase of project equipment.

Required experience

  • Minimum 2 years of proven experience in NGO projects
  • Experience in the relevant project area
  • Experience working within the sector of humanitarian mine action in Ukraine
  • Basic knowledge of landmines and explosive ordnance
  • Experience in stakeholder liaison
  • Diplomatic, patient and persistent
  • Fluency in verbal and written English, Ukrainian and Russian

    Required education

  • Relevant university degree (e.g. political science, international development or other relevant)
  • Successful completion of trainings on mine action topics

Contract start date: As soon as possible, and no later than 01 March 2019
