Role and responsibilities
The HSS Officer is responsible for the oversight and implementation of HSS policies and procedures within the defined geographical area of Odessa office. This will also require liaison and cooperation with the other Ukraine and Moldova area offices, the AELA/CEERO HSS Manager, and the Ukraine HSS team.
Generic responsibilities:
- Adhere to NRC policies, tools, handbooks, and guidelines
- Implement NRC’s safety and security policies at office level
- Conduct regular security and risk assessments to identify safety and security needs
- Train staff in safety and security and provide regular briefings and updates
- Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities, or assets
- Facilitate staff hibernation, relocation, and evacuation in emergency situations
- Supervise, train, and develop eventual security staff at office level
- Liaise with UN agencies, NGOs, and other external actors to gain security information
- Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition
- Prepare security updates and reports as required
Specific responsibilities:
- Collect information on ongoing and forecasted security issues
- Share and update on information with staff in a timely manner
- Maintain information on these incidents in NRC records
- Keep management updated on events/contextual changes that may impact on safety and security
- Conduct infrastructure assessments according to minimum operational infrastructure requirements
- Support Security Risks Assessments to identify Security requirements and to assess if all NRC locations are compliant with NRC Security Risk Management standards
- Facilitate implementation and adherence of Odesa specific SOPs, guidelines, and plans
- Liaise with key stakeholders and maintain strong relationships to facilitate access for the implementation of programme activities
- Work with Logistics to ensure proper HSS resources and equipment are available
- These are kept in working order, in line with minimum standards and requirements
- Participate in the preparation and facilitation of security trainings and awareness sessions to all staff in the area.
- Fulfil any other related tasks that may be assigned by supervisor
- HSS focal point for incident response and incident management support
- HSS support to cross-border movements & activities

We offer:
- Type of contract: national employment contract 12 months
- Salary/benefits: According to NRC salary scale, terms and conditions.
