Deloitte is seeking resumes for qualified candidates to serve as GIS/Data Assistant STTA in support of the USAID Health Reform Support project. The position is short-term and will be based in Kyiv, Ukraine.
Project Description
The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
GIS/Data Assistant STTA will provide technical assistance for Objective 5 activities, related to mapping Primary Health Care Facilities’ Network for 15 providers. Also, provide assistance to the Hospital Districts (Task 1.6) and eHealth Data Analysis (Task 4.4) Work Streams, related to maintaining and clearing data in data bases (including geospatial data) and/or performing data analysis on demand.
Responsibilities & Deliverables
Responsibilities will include, but will not be limited to:
- Create and modify geospatial files (*shp, *kml etc) with Health Care Facilities (HCF);
- Add and check population from available sources, visualise data;
- Create/modify interactive maps, using Google My Maps service;
- Create/modify GIS layers, using QGIS software;
- Calculate catchment areas, using QGIS (using existing methodology);
- Provide conducting and maintaining data bases on Hospital Districts medical network;
- Provide HR, equipment and service provision data verification for Objective 1 (Hospitals Districts);
- Verify collected data, provide check-up and data cleaning;
- Provide local insight information and basic data analysis on demand;
- Visualise data on demand;
- Create presentations on demand;
- Provide additional ad hoc assistance on demand.
Deliverables will include the following, but not be limited to:
- Prepared 15 Projects (Google My Maps), for PHCF’s Network with layers, including (up to 10 layers/project):
- Network of Health Care Facilities and visualized metadata;
- Settlements with updated population;
- 7 km catchment areas;
- Boarders of catchment areas and administrative boarders;
- Provide assistance for Hospitals Districts Work Stream (Objective 1):
- Database conducted and maintained, using regional data (excel based);
- Performed data cleaning and verification;
- Provided insights and analytics, using database;
- Provide visualization on demand.
- Upon request:
- Data Bases cleared and verified;
- Presentations and visualizations prepared;
- Provide additional ad hoc assistance on demand.
The expected level of effort (LOE) is 45 days at 1 FTE or 360 Working Hours.
