Background
The United Nations Development Programme (hereinafter – UNDP) jointly with World Health Organization (hereinafter – WHO) and International Labour Organization (hereinafter – ILO) in partnership with the Ministry of Social Policy of Ukraine (MoSP) and Ministry of Health of Ukraine (MoH), local authorities and civil society partner – the National Assembly of People with Disabilities of Ukraine (NADU) implementing the Programme Promoting Mainstream Policies and Services for People with Disabilities in Ukraine (hereinafter – Programme). The first phase of Programme was implemented in 2013-2015 years.
The Second Phase of Programme which started in September 2017, aims to continue the promotion of accessibility and universal design standards for products, environments and processes as enablers of inclusion and participation in Ukraine. It will seek to address existing barriers that prevent or limit equal access for persons with disabilities to services and facilities intended for the general public and ensure that the human rights of persons with disabilities for healthcare, education, employment, public services and social realization are fully exercised on a daily basis.
It is expected that Universal Design Hub/Centre to raise awareness on accessibility and universal design principles among public and professionals will be established, website on universal design http://ud.org.ua/ will be supported, advisory support up to 10 community initiatives will be provided to ensure proper implementation and inclusion of people with disabilities and other vulnerable groups.
Overall, the Programme will operate at both national and sub-national levels and will focus on four areas:
1. Enhancing access to mainstream employment for persons with disabilities, especially ensuring equal rights for men and women with disabilities.
2. Improving access to healthcare services for persons with disabilities with a particular focus on women and children with disabilities.
3. Eliminating barriers to services for people with disabilities by supporting local initiatives for universal design in goods, services, infrastructure and information.
4. Conducting awareness raising campaign on disability, accessibility and universal design among key stakeholders and broader public.
Universal Design Knowledge Management Associate is responsible for enhancing public awareness to accessibility and universal design principles under Promoting Mainstream Policies and Services for People with Disabilities in Ukraine Programme (UDD) under Democratic Governance Component.
Duties and Responsibilities
nder the direct supervision of the Social Sector Reform Officer, the Universal Design Knowledge Management Associate will be responsible for the following key tasks:
- Contribute to raising public awareness of accessibility and universal design principles in Ukraine through conducting public educational and awareness raising activities/events/ products for different audiences;
- Contribute to development training programmes on accessibility and universal design;
- Build partnerships and sponsorship with businesses, service providers, cities’ and rayon’s associations, city councils, and NGOs;
- Contribute to design of the concept and establishment of Universal Design Hub/Centre and ensure its effective coordination based on wider discussions with stakeholders as well as with professionals related to Universal Design;
- Ensure collection, processing and analysing information for Universal Design Hub/Centre;
- Ensure support and regular update of the web-site sighton universal design http://ud.org.ua/ with relevant standards, handbooks, manuals, legislation as well as through identifying and description of relevant practices in mainstreaming services for people with disabilities and implementing principles of universal design and accessibility in different areas/ fields;
- Administer and develop knowledge management and innovations-related activities of the Programme;
- Contribute to design and implementation of communication/information strategy for the Programme, ensuring sound visibility of UNDP through producing promotion and information materials and organizing different public events (roundtables, discussions, press-conferences etc);
- Maintain a system of monitoring, reporting and evaluation of Programme activities;
- Work closely with country office communications and programme personnel to communicate success stories and results;
- Ensure quality control over country office publications, including compliance with UNDP Communication toolkit;
- Prepare ad hoc information materials about the Programme;
- Perform other duties as required.
Measurable outputs of the work assignment:
- UDD Universal Design Hub/Centre established;
- Website on universal design http://ud.org.ua updated regularly;
- Public educational and awareness raising activities/events/ products for different audiences for public awareness on accessibility and universal design principles are conducted/produced;
- Partnership with businesses, service providers, cities’ and rayon’s associations, city councils, and NGOs are established;
- Monthly/quarterly/annual/ad hoc reports are prepared;
- UNDP website, and social media updated regularly;
- All assignments performed in a quality and timely manner.
Performance Indicators for evaluation of results:
- Relevant outputs of the Programme annual work plan are fully and timely implemented;
- Funds delivery for UDD Programme is reached 100%;
- UDD operational requirements are carried out in strict accordance with UNDP rules and procedures;
- Quality of learning and knowledge sharing materials;
- Programme related reports are timely prepared and disseminated;
- Information and communication activities are well coordinated, inputs from the all stakeholders considered and activities are implemented.

Required Skills and Experience
Minimum qualifications and experience:
- Secondary education. University degree in Business Administration, international relations, social sciences, PR, marketing, journalism and/or communications or other relevant field would be desirable but it is not a requirement;
- Minimum 5 years of practical experience in the field of PR, communication, monitoring and/or reporting, programme support service;
- Minimum 1 year of experience in promotion of rights of people with disabilities, universal design and accessibility areas would be considered as an advantage;
- At least 1 year experience in website content management would be considered as an advantage;
- Experience in the usage of computers and office software packages (MS Word, Excel). Experience in handling of web-based management systems;
- Fluency in English, Ukrainian and Russian is required.
