DAI is seeking highly qualified candidates to occupy the STTA position of Project Associate for the Task Force UA position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background  

Promoting Integrity in the Public Sector Activity (Pro-Integrity) aims to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred to as the Activity) works to achieve this purpose by addressing three independent objectives:  

  • Strengthen national-level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence; 
  • Strengthen anti-corruption compliance and control in local governance; 
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts. 

The Pro-Integrity Activity pursues a problem-driven approach addressing the root causes through targeted objectives aligned with the mission and U.S. government strategy. 

 Position Description 

Task Force UA has been established by state bodies in Ukraine to ensure justice, including in the form of seizure of perpetrators’ assets. The Task Force comprises the Prosecutor General’s Office, various law enforcement agencies, the National Agency for the Prevention of Corruption, the Ministry of Foreign Affairs, the Security Service of Ukraine, the National Anti-Corruption Bureau, State Financial Monitoring, and ARMA. 

Task Force UA collaborates with law enforcement, intelligence, sanctions, and other competent authorities in the USA, EU countries and Europol to exchange data on the assets of individuals involved in war crimes and to implement sanctions and countermeasures against those violating sanctions. It works closely with Task Force KleptoCapture and Strike Force of the U.S. Department of Justice, Task Force Freeze and Seize of the European Commission, the National Crime Agency of the UK, and other international partners, engaging international experts in its operations. 

To address the increasing demands on human resources in its operations, Pro-Integrity supports the Secretariat of Task Force UA with a team of experts, including a Project Associate. 

 Key Duties & Responsibilities 

  • Assist in coordination of donor organizations and partners to secure support for Task Force UA initiatives. 
  • Foster relationships with international organizations to facilitate cooperation and resource sharing. 
  • Collect and process information and support the preparation of briefs, reports, and presentations. 
  • Plan, organize, and facilitate meetings, including international. 
  • Prepare agendas, coordinate logistics, and ensure the participation of relevant stakeholders. 
  • Process documents and materials, including emails and letters. 
  • Facilitate the flow of information and ensure timely and accurate communication among all stakeholders. 
  • Maintain records (including database entry) and otherwise assist Task Force UA with keeping track of required data. 
  • Other relevant duties, as required. 

Qualifications 

  • Education: Bachelor’s degree in Law, International Relations, or a related field. A Master’s degree is preferred. 
  • Experience: At least 2 years of experience working with pre-trial investigation bodies or in a role involving coordination between multiple stakeholders, preferably within the legal or public sector. 
  • Coordination Skills: Demonstrated ability to effectively coordinate and organize activities, particularly in a complex, multi-stakeholder environment involving public sector participants. 
  • Interpersonal Skills: Proven ability to establish and maintain strong working relationships with international organizations, law enforcement agencies, and other relevant stakeholders. 
  • Project Management: Experience in project coordination, including planning, organizing, and facilitating meetings, both locally and internationally. 
  • Communication Skills: Strong written and verbal communication skills, with the ability to prepare briefs, reports, presentations, and other documents. Fluency in English is highly desirable. 
  • Data Management: Proficiency in data collection, processing, and analysis, with experience in maintaining records and databases. 
  • Technical Skills: Proficiency in using office software, including word processing, spreadsheets, presentation tools, and communication platforms. 
  • Adaptability: Ability to work under pressure, handle multiple tasks simultaneously, and adapt to a dynamic and fast-paced environment. 
  • Teamwork: Proactive and self-motivated, with the ability to work independently and as part of a team, demonstrating flexibility and adaptability.
