DAI is seeking highly qualified candidates to occupy Digital Transformation Specialist position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
- Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
- Position Description
The Digital Transformation Specialist will work under the Objective 1 Lead in close collaboration with the Chief Digital Transformation Officer (CDTO) to support Pro-Integrity’s work to facilitate Ukraine’s digital transformation agenda as pertinent to Anti-Corruption, transparency, and integrity work and within focus of Objective 1 activities. S/he will work with members of the project team and cross-sector counterparts to advise and develop digitalization transformation interventions, inform and support information and communications technology (ICT) solutions implemented by the project, and coordinate efforts with other donor-funded programs and relevant counterparts.
- Key Duties & Responsibilities
- Support the Objective 1 Lead in assisting Government of Ukraine (GOU) counterparts, civil society, and businesses in developing comprehensive digital transformation solutions, action plans, and business process revisions and participating in managing relationships with key counterparts.
- Evaluate current technologies and recommend new solutions to enhance the efficiency, productivity, and security of government systems that already exist or are planned for design and deployment.
- In coordination with the Chief Digital Transformation Officer (CDTO), design specifications and manage digital activities, ensuring they are delivered on time, within budget, and meet quality and technical standards.
- Identify and mitigate digital transformation and cybersecurity risks, ensuring project stability, data protection, and proper certifications.
- Developing Project memos, information briefs, advisory notes, and position papers on digital transformation and information technology in line with Ukrainian legislation and (if necessary) the respective standards, cooperating with the CDTO, where required, with respect to Objective 1 activities.
- Participating in working meetings with partners and negotiations related to digital transformation, IT, information security, design documentation, procedures, and processes related to the development, modernization, and modification of the above-mentioned measures.
- Participating in selection panels/tender boards to advise on selecting best-value bids on software/hardware and IT systems development and related issues.
- Ensure all digital initiatives comply with relevant laws, regulations, and industry standards.
- Qualifications
- A bachelor’s degree, preferably in a relevant field of study, such as cyber security, digital transformation, or information technology, is required.
- A minimum of six (6) years of relevant professional experience demonstrating substantive experience and expertise in the design, implementation, and management of cyber security, digital transformation, or information technology strategy interventions is required
- Demonstrated familiarity with Ukraine’s digital infrastructure and relevant existing cyber security and information technology strategy initiatives is an advantage
- Experience in developing technical documents related to constructing information systems, information protection systems, and their operation will be preferable
- Strong analytical and interpersonal communication skills and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders are required
- Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency in reading, writing, and speaking English preferred.
