DAI is seeking highly qualified candidates to occupy the Civil Oversight Specialist position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
- Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
- Position Description
The Civil Oversight Specialist will serve as a liaison between the Grants Team and Objective 1 Team on the programmatic issues of grants to civil society organizations (CSOs), think-tanks, investigative journalist teams, media outlets, etc. The Civil Oversight Specialist reports to the Objective 1 Lead and operates under the Objective 1 by helping other Objective 1 team members identify potential grantees for AC institutional strengthening and civic oversight, operations of state-owned enterprises, etc. The role of the Civil Oversight Specialist is to operate and continuously expand, in collaboration with the Civil Oversight Expert, a network of non-governmental partners for Objective 1, coach and mentor the grantees on issues of institutional strengthening, while cooperating extensively with the other thematic specialists and experts, as they supervise the quality of dedicated grants activities in their thematic domains.
- KEy Duties & Responsibilities
- Support CSOs in conceptualizing, drafting and promoting effective anti-corruption and good governance strategic policy approaches and legislation
- Facilitate building capacity and engage journalists and CSOs in constructive and meaningful oversight of anti-corruption institutional strengthening at the national level and integrity-building efforts at the subnational level
- Support, in coordination with the Civil Oversight Expert, institutional development efforts for the selected grantees regardless of their size, thematic area or location
- Support Objective 1 specialists by identifying potential grantees or coalitions thereof for national-level institutional strengthening, policy design and advocacy, outreach and communications, gender equality and anti-corruption, etc.
- Lead negotiations on the programmatic side with the support and participation of narrow, thematic specialists
- Facilitate CSOs networking and collaboration to share knowledge and experience in implementing anti-corruption activities and joining efforts to formulate and advocate for reforms.
- Help the subject-matter experts and specialists to provide technical oversight of the performance of the Objective 1 grantees, sub-contractors, and consultants to ensure timely and quality implementation of the activities in line with project objectives and standards.
- Other responsibilities as assigned by the project leadership.
- Qualifications
- A bachelor’s degree, preferably in a relevant field of study, such as law, public administration, or public policy, is required.
- A minimum of six (6) years of relevant professional experience, including substantive experience working with the civil society sector involved in anti-corruption, transparency and accountability issues.
- Familiarity with the Ukraine anti-corruption legal and institutional framework.
- Familiarity with the Ukraine civil society sector.
- Demonstrated knowledge of and experience with approaches of civil society engagement in anti-corruption agenda.
- Experience in providing technical oversight of civil society project activities.
- Familiarity with and experience working on or in collaboration with USAID- or other international donor-funded development activities in Ukraine preferred.
- Strong analytical and interpersonal communication skills, and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders.
- Proficiency with MS Office applications, such as Outlook, Excel, PowerPoint, and Word.
- Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency reading, writing, and speaking English preferred.
