CIVIC is expanding its presence in Ukraine and is looking for highly-motivated professionals to join the organization’s Ukraine country team.
MONITORING, EVALUATION AND LEARNING (MEL) OFFICER
CIVIC is seeking a Monitoring, Evaluation and Learning (MEL) Officer as a new role to build on these efforts and improve CIVIC’s monitoring, evaluation, and feedback capacities and help us to become a more effective learning organization—one better able to assess the impact of our work, and to continuously improve the quality of our capacity building, sub-granting, and other program activities. We are seeking a team member with a training and capacity development mindset who can strengthen team and sub-grantee partner MEL knowledge and practice.
The MEL Officer will provide support, advice, and oversight on CIVIC Ukraine Program-level monitoring, evaluation, and learning, via developing and managing the MEL plan, learning agenda, implementation of the MEL system, leading on the gathering, analysis, and reporting of data and the integration of feedback and adjustments into project planning and implementation.
Location: Kyiv, Ukraine
Travel: 30% of time

Key functions:
- Contribute to organizational learning through the design of procedures, processes, and systems to encourage and facilitate more effective sharing of program results, approaches, feedback from partners, and lessons learned throughout the organization, using this insight to contribute to the field and shape future programs.
- Strengthen monitoring, evaluation, feedback, and learning practices across the organization through training, workshops, webinars, etc.
- Create the data infrastructure required for ongoing monitoring, evaluation, feedback, and learning to strengthen strategy and implementation.
- Implement and enhance a monitoring, evaluation, and feedback framework in order to aggregate and communicate program results.
- Collaborate with CIVIC program team to analyze and share practices and ideas from community-based protection and military capacity-building work.
- Support the completion of all routine MEL activities for CIVIC Ukraine.
- Organize and undertake visits/meetings with collaborating partners on M&E as required.
- Check data quality with partners & staff.
- Collect data on a regular basis to measure achievement against the performance indicators.
- Document best practices and lessons learned and share with program staff to maximize the impact of the program; foster a productive relationship and lesson-learned sharing culture among the program staff and stakeholders
- Maintain and administer the M&E database.
- Support project progress reporting for monthly, quarterly & project-end reports
- Support lessons learned identification and develop case studies to capture qualitative outputs of the project.
- Contribute to activity designing, planning, coordinating, and implementation.
- Development of presentations, facilitating sessions, and conducting trainings.
- Function as a self-sustaining member of CIVIC’s Ukraine team.
- Abide with all CIVIC security and operations policies and procedures.
Skills/Qualifications:
- Bachelor’s Degree in international development, political science, business administration, or a related field is required.
- Advanced skills in monitoring, evaluation, feedback, and learning methods; including significant knowledge of international best practices and experience with M&E frameworks, feedback, and learning processes.
- Three or more years of experience in supporting evaluation and learning in an international cooperation and/or humanitarian context.
- Direct experience building simple M&E systems.
- Experience in knowledge management and data analysis with a solid grasp of qualitative methodology is important.
- Excellent writing, communication, and presentation skills.
- Familiarity with the link between project design, proposal writing, project implementation, and evaluation and learning.
- Strong problem-solving skills, including the ability to obtain, organize, analyze, evaluate, and present information and to organize and draft clear and concise factual and analytical reports.
- Computer literacy, minimally in word processing and spreadsheet development and manipulation, and preferably in presentation software consistent with the need to work independently.
- Strong organizational and work prioritization skills.
- Proven experience developing new organizational systems and tools.
- Experience in MEL Technical skills (i.e., setting performance indicators and targets, data collection schedules, data collection, and validations)
- Familiarity and experience with evaluation techniques and using findings in program design and planning
- Demonstrated experience in managing and supporting the implementation of project monitoring data and systems.
- Knowledge of data analysis (qualitative and quantitative).
- Experience in projects in the field of conflict and security and/or protection is desirable.
- Ability to work well in cross-organizational teams with a wide variety of audiences.
- Always shows respect for a diverse constituency of staff and members.
- Ukraine and English language fluency is required.
