PMCG Ukraine is Seeking a Monitoring Evaluation and Learning (MEL) Specialist

The Primary Role

The position is to drive the identification and development of project opportunities, foster strategic partnerships, and lead resource mobilization efforts to support PMCG operations and actively participating in the implementation of M&E-related projects and programs.

Main Responsibilities:

• Research and in-depth analysis of potential project opportunities, including market priorities, competitive landscape, and stakeholder needs, to contribute to strategic decision-making and drive business growth.
• Develop and implement the MEL (Monitoring, Evaluation, and Learning) portfolio plan in alignment with the company’s strategic priorities.
• Maintain active relationships and partnerships with potential and current customers and partners, sharing ideas and influencing agenda and priority setting.
• Represent the company at various meetings, forums, conferences (global/regional/local), professional gatherings, networks, associations, etc.
• Support the company in forming partnerships with institutions and maintaining communication with them.
• Assist the company in evaluating potential project team members (experts, consultants, etc.).
• Lead or participate in the implementation of projects and programs related to M&E services.

Requirements

• Education:
  • Master’s degree in public policy, Economics, or a related field, along with a minimum of 5 years of relevant experience; or
  • D. in a related field, with a minimum of 3 years of relevant experience; or
  • Bachelor’s degree in a related field, with at least 8 years of relevant experience.
• Skills and Abilities:
  • Proficiency in evaluation methodologies, including both qualitative and quantitative approaches, is mandatory.
  • Expertise in data collection and analysis methodologies is mandatory.
  • Professional proficiency in English, both oral and written, is essential.
  • Excellent writing skills in English are mandatory.
  • At least 3 years of experience in a managerial position, with responsibilities including team management, project oversight, and program implementation, is preferred.
  • Previous experience working in government institutions, international development organizations, consulting firms, or international development programs is preferred.
  • Experience in project design and implementation is preferred.
